Traffic Laws. Technical condition of vehicles and their equipment.

31.1

The technical condition of vehicles and their equipment must meet the requirements of standards related to road safety and environmental protection, as well as the rules of technical operation, instructions of manufacturers and other regulatory and technical documentation.

31.2

It is forbidden to operate trolleybuses and trams in the presence of any malfunction specified in the rules for the technical operation of these vehicles.

31.3

The use of vehicles in accordance with the law is prohibited:

a)in the case of their manufacture or conversion in violation of the requirements of standards, rules and regulations regarding road safety;
b)if they have not passed mandatory technical control (for vehicles subject to such control);
at)if the license plates do not meet the requirements of the relevant standards;
d)in case of violation of the procedure for the establishment and use of special light and sound signaling devices.

31.4

It is forbidden to operate vehicles in accordance with the law in the presence of such technical malfunctions and non-compliance with such requirements:

31.4.1 Brake systems:

a)the design of brake systems has been changed, brake fluid, components or individual parts not applicable for this vehicle model or meeting the manufacturer's requirements have been applied;
b)during road tests of the service brake system, the following values ​​are exceeded:

The standard value of the stopping distance for vehicles of release before 1988 is allowed to exceed by no more than 10 percent of the value given in the table.
Notes:

1. The test of the working brake system is carried out on a horizontal section of the road with a smooth, dry, clean cement or asphalt concrete surface at a vehicle speed at the beginning of braking: 40 km / h - for cars, buses and road trains; 30 km/h - for motorcycles, mopeds by the method of a single impact on the brake system controls. The test results are considered unsatisfactory if, during braking, the vehicle turns over an angle of more than 8 degrees or occupies a lane of more than 3,5 m.

2. The braking distance is measured from the moment the brake pedal (handle) is pressed until the vehicle stops completely;

at)the tightness of the hydraulic brake actuator is broken;
d)the tightness of the pneumatic or pneumo-hydraulic brake drive is broken, which leads to a decrease in air pressure when the engine is idle by more than 0,05 MPa (0,5 kG / sq. cm) in 15 minutes when the brake system controls are activated;
e)the manometer of the pneumatic or pneumohydraulic brake actuator does not work;
d)the parking brake system when the engine is disconnected from the transmission does not provide a stationary state:
    • vehicles with full load - on a slope of at least 16%;
    • cars, their modifications for transportation of goods, as well as buses in running order - at a slope of at least 23%;
    • trucks and road trains in running order - on a slope of at least 31%;
f)the lever (handle) of the parking brake system does not close in the working position;

31.4.2 Steering:

a)total steering clearance exceeds the following limit values:

b)there are tangible mutual displacements of the parts and steering assemblies not provided for by the design or their displacements relative to the vehicle body (chassis, cab, frame); threaded connections are not tightened or securely locked;
at)damaged or missing power steering or steering damper (on motorcycles) provided for by the design;
d)parts with traces of permanent deformation and other defects are installed in the steering, as well as parts and working fluids that are not provided for this vehicle model or that do not meet the requirements of the manufacturer;

31.4.3 External lighting devices:

a)the quantity, type, color, placement and operation mode of external lighting devices do not meet the requirements of the vehicle design;
b)headlight adjustment is broken;
at)the lamp of the left headlight in the low beam mode does not light;
d)on light devices there are no diffusers or diffusers and lamps are used that do not correspond to the type of this light device;
e)on the diffusers of light devices, tinting or coating is applied, which reduces their transparency or light transmission.

Notes:

    1. Motorcycles (mopeds) can be additionally equipped with one fog lamp, other motor vehicles with two. Fog lights must be placed at a height of at least 250mm. from the road surface (but not higher than the dipped-beam headlights) symmetrically to the longitudinal axis of the vehicle and not further than 400mm. from the outer dimensions in width.
    1. It is allowed to install on vehicles one or two rear fog lights in red at a height of 400-1200 mm. and no closer than 100mm. to the brake lights.
    1. The inclusion of fog lights, rear fog lights should be carried out simultaneously with the inclusion of the side lights and the illumination of the license plate (dipped or main beam).
    1. On a passenger car and bus it is allowed to install one or two additional steady red brake signals at a height of 1150-1400mm. from the surface of the road.

31.4.4 Wipers and windshield washers:

a)the wipers do not work;
b)the windshield washers provided for by the vehicle design do not work;

31.4.5 Wheels and tires:

a)tires of cars and trucks with a permitted maximum weight of up to 3,5 tons have a residual tread height of less than 1,6 mm, trucks with a permitted maximum weight of over 3,5 t - 1,0 mm, buses - 2,0 mm, motorcycles and mopeds - 0,8 mm.

For trailers, the norms of the residual height of the tire tread pattern are set, similar to the standards for tires of tractor vehicles;

b)tires have local damages (cuts, tears, etc.), exposing the cord, as well as delamination of the carcass, delamination of the tread and sidewalls;
at)tires in size or permissible load do not match the vehicle model;
d)on one axis of the vehicle, diagonal tires are installed together with radial, studded and non-studded, frost-resistant and non-frost-resistant, tires of various sizes or designs, as well as tires of various models with different tread patterns for cars, different types of tread patterns - for trucks;
e)radial tires are installed on the front axle of the vehicle, and diagonal on the other (others);
d)on the front axle of a bus carrying out intercity transportation, tires with a restored tread are installed, and on other axles - tires restored according to the second repair class;
f)on the front axle of cars and buses (except for buses performing intercity transportation), tires restored according to the second repair class are installed;
is)there is no bolt (nut) fastening or there are cracks in the disk and wheel rims;

Note. In case of continuous operation of the vehicle on roads where the carriageway is slippery, it is recommended to use tires corresponding to the condition of the carriageway

31.4.6 Engine:

a)the content of harmful substances in the exhaust gases or their smoke exceeds the standards established by the standards;
b)leaking fuel system;
at)faulty exhaust system;

31.4.7 Other structural elements:

a)there are no glasses, rear-view mirrors provided for by the design of the vehicle;
b)the sound signal does not work;
at)additional objects are installed on the glass or a coating is applied that limits visibility from the driver's seat and impairs its transparency, in addition to a self-adhesive radiofrequency identification mark about the passage of mandatory technical control by a vehicle, which is located in the upper right part of the windshield (on the inside) of the vehicle subject to mandatory technical control (updated 23.01.2019).

Note:


Transparent color films can be attached to the top of the windshields of cars and buses. It is allowed to use tinted glass (except for mirrored), the light transmission of which meets the requirements of GOST 5727-88. It is allowed to use curtains on the side windows of buses

d)body locks or cabin locks provided by the design, locks of the cargo platform sides, locks on the necks of tanks and fuel tanks, driver seat adjustment mechanism, emergency exits, devices for putting them into action, door control drive, speedometer, odometer (added on 23.01.2019/XNUMX/XNUMX), tachograph, device for heating and blowing glass
e)the root leaf or the central spring bolt is destroyed;
d)the towing or towing device of the tractor and the towing link as part of the road train, as well as the safety cables (chains) provided for by their design, are faulty. There are backlashes in the connections of the motorcycle frame to the side trailer frame;
f)there is no bumper or rear protective device provided for by the design, antisplash aprons and mudguards;
is)missing:
    • a medical kit with information on the type of vehicle for which it is intended - on a motorcycle with a side trailer, car, truck, wheeled tractor, bus, minibus, trolley bus, car carrying dangerous goods;
    • warning triangle (flashing red light) that meets the requirements of the standard - on a motorcycle with a side trailer, car, truck, wheeled tractor, bus;
    • on trucks with a permissible maximum mass of more than 3,5 tons and in buses with a permitted maximum mass of more than 5 t - wheel chocks (at least two);
    • flashing orange beacons on heavy and bulky vehicles, on agricultural machinery, the width of which exceeds 2,6 m;
    • efficient fire extinguisher in a car, truck, bus.

Notes:

    1. The type, brand, installation location of an additional number of fire extinguishers, which are equipped with vehicles carrying radioactive and certain dangerous goods, are determined by the conditions for the safe transportation of specific dangerous goods.
    1. A first-aid kit, the list of medicines of which meets DSTU 3961-2000 for the corresponding type of vehicle, and a fire extinguisher must be fixed in the places determined by the manufacturer. If these places are not provided for by the design of the vehicle, a first aid kit and a fire extinguisher should be in easily accessible places. The type and number of fire extinguishers must comply with established standards. Fire extinguishers provided for vehicles must be certified in Ukraine in accordance with the requirements of the legislation.
g)there are no seat belts and head restraints in vehicles where their installation is provided for by the design;
with)seat belts are not in working order or have visible tears on the straps;
and)there are no safety arcs provided for by the motorcycle;
i)on motorcycles and mopeds there are no footboards provided for by the design, on the saddle there are no transverse handles for the passenger;
j)the headlights and taillights of a vehicle carrying bulky, heavy or dangerous goods are missing or flashing, as well as flashing beacons, retroreflective elements, identification marks provided for in paragraph 30.3 of these Rules.

31.5

In the event of malfunctions on the road specified in paragraph 31.4 of these Rules, the driver must take measures to eliminate them, and if this is not possible, move the shortest way to the parking or repair site, observing safety measures in compliance with the requirements of paragraphs 9.9 and 9.11 of these Rules ...

In the event of a malfunction on the road specified in paragraph 31.4.7 (“ї"; "д” – as part of a road train), further movement is prohibited until they are eliminated. The driver of a disabled vehicle must take measures to remove it from the carriageway.

31.6

Further traffic of vehicles for which

a)the service brake system or steering does not allow the driver to stop the vehicle or to maneuver while driving at minimum speed;
b)at night or in conditions of insufficient visibility, headlight lamps or taillights do not light;
at)during rain or snow, the wiper does not work from the side of the steering wheel;
d)The trailer coupling of the road train is damaged.

31.7

It is forbidden to operate the vehicle by delivering it to a special site or parking lot of the National Police in cases stipulated by law.
