The Civil Aircraft Registry is maintained by the President of the Civil Aviation Administration (CAA). The implementation of the tasks of the register follows from the provisions of the Law on Aviation of July 3, 2002 and the "Regulation of the Minister of Transport, Construction and Maritime Economy of June 6, 2013 on the register of civil aircraft and on signs and inscriptions on aircraft entered in this register ".

Only aircraft for which the President of the CAA has issued a certificate of airworthiness or has recognized such a certificate issued by the competent authority of a foreign state shall be entered in the register or entries. During registration, aircraft are assigned identification marks consisting of nationality marks (letters SP) and registration marks separated by a horizontal line. Three letters are given - airplanes, helicopters, airships and balloons; four digits for gliders and motor gliders, and four letters for aircraft entered in the entries. The identification marks are permanently affixed to the aircraft and can be easily identified. Their size depends on the type of equipment and the place of application. By making an entry in the register / entry, the identity of this copy is established, its owner and user are indicated, and its Polish citizenship is established.

Entry confirmation is the issuance by the President of the Civil Aviation Authority of a "Registration Certificate" or "Record Certificate". The aircraft has an individual file in which the collected registration documents and subsequent checks of operational and technical performance are archived.

In addition, the register includes such actions as: removal of aircraft; changes to previously entered data (for example, personal and address data); issuance of certificates of deregistration or deregistration; issuance of statements; issuance of duplicate registration certificates; transmission of transponder codes of the Mode-S secondary radar and keeping records of the permanent presence of Polish civil aircraft abroad for a period of more than six months and of foreign aircraft in the Republic of Poland for more than three months. On behalf of the Chairman of the Civil Aviation Administration, official activities related to the register are carried out by the Department of the Civil Aircraft Register, located in the organizational structure of the Department of Aviation Technology.
