Hand saws can be used in combination with bolts, clamps and files to cut threaded rods. However, the shank can move and the threads can be crushed if not secured properly. Various electric saws can also be used, but they can spark and cut, requiring deburring.
Coffee grinders
Grinders can be used on threaded rods, but they will definitely generate sparks and a fire safety permit may be required. Again, the rod must be secured with bolts and a vise.
Electric rod cutters
Powered versions of the instrument are available. They work very much like a hand tool. They can cut stainless steel.
Ratchet for cutting rods
This tool is similar to a threaded rod cutter, but is designed to cut already installed threaded rods. It has a ratchet and two handles so it can be used overhead.
