A lower excise tax on hybrid vehicles has become a fact. The act was signed by the President • CARS

The president has signed an amendment to the excise tax law that lowers the excise tax rate on older hybrids and plug-in hybrids equipped with larger internal combustion engines. The amendment will enter into force on January 1, 2020, which may mean that hybrids should become cheaper at about the same time.

Let's start with the current state. According to the Law on Electric Mobility, along with the amendments, the following excise tax rates are applied in Poland:

  • 0 percent for pure electric vehicles (BEV),
  • 0 percent excise tax on hydrogen-powered vehicles (FCEV),
  • 0 percent for plug-in hybrids (PHEVs) with combustion engines up to 2 liters, but only until January 1, 2021.

The amendment to the excise tax law, just signed by the president, adds the following exceptions (source):

  • the excise tax on old hybrids (HEV) with internal combustion engines of up to 1,55 liters has been reduced to 2 percent,
  • the excise tax on old hybrids (HEV) and plug-in hybrids (PHEV) with engines from 9,3 to 2 liters has been reduced to 3,5 percent.

In 2020, the amendment could have good impact as it should lower prices for hybrid vehicles, including plug-in hybrids. The most surprising situation will be from the beginning of 2021, when old hybrids (HEV) will be in a more privileged position (excise: 1,55%) than plug-in hybrids (ex: 3,1%). We add that plug-powered hybrids are much more environmentally friendly and only they can be charged with cheaper electricity from the plug.

According to the amendment, it should come into force. on the first day of the second month following the month of publication. Therefore, if the law is published in November, it will come into force on January 1, 2020. The legislator is quite decisive and does not expect any problems, because he directly names the date of January 1 as the date of entry into force of the document, that is, everything has already been agreed.
