If you have not changed the throttle itself, only the drive, it is possible that it (the damper) simply sticks in a certain position, that is, there is a notch in the damper suspension or kinematics that does not allow the damper to open completely. It gets stuck in a certain position. You can remove the air pipe, freeing access to the damper from the side of the air filter, start the engine, and, increasing the speed, monitor the position of the throttle. You need to slightly help her with your finger if you see that she moves to a certain position.

If you changed the entire damper mechanism completely, there may be a wiring malfunction. Then it is necessary to “ring out” the electrical wiring connecting the drive and the damper sensor to the connector of the engine control unit.

Finally, the worst option is a malfunction of the engine control unit.
