If the car was registered on the territory of the Russian Federation, then the verification service is absolutely free through the official website of the traffic police. You can also check the vehicle by driver's license number or by registration numbers.

Even if the car was brought in from abroad, it is also not difficult to check it by the VIN code, however, you will have to spend about 5 euros for checking it through the EU, USA or any other country car database.

If the car turns out to be stolen, then you will have to explain to the police for a long time how and where you bought it. Therefore, keep all documents, and especially the DKP - the contract of sale. Although, if the former owner shows up, then you will most likely have to part with the car and independently think about the issue of finding scammers and receiving compensation from them for your problems.

PTS recovery

Any document can be easily restored, but only on condition that the car was acquired legally. So let's consider the simplest case - the former owner simply lost his documents.

You need to go to the MREO traffic police of your area, having the following package of documents in your hands:

  • DKP (it is desirable to make a copy and notarize), the contract must be correctly drawn up;
  • a receipt for the payment of money for the vehicle;
  • act of acceptance / transfer.

Grab all other available documents. You will also need to provide your personal passport or other document to verify your identity. The car will be sent to an expert who will verify the VIN code, chassis and body numbers. Next, you will have to write a detailed explanatory note about the circumstances of the loss or absence of the TCP. It would be best if the seller himself initially writes such a note, then you should not have any additional questions.

Then write an application for the restoration of the TCP and pay all the necessary state duties:

  • duplicate TCP - 1650 rubles;
  • production of a new COP - 850 rubles;
  • issue of new numbers - 2850 rubles, or 850 rubles. while keeping the old ones.

As you can see, this process is not too complicated, but expensive, so ask the former owner for additional discounts in advance.

Pay attention to this moment:

From July 1, 2017, paper TCPs will be abolished, and all data will be entered into a special electronic database. Accordingly, the question of the absence of PTS will disappear by itself. In Russia, the same practice will be applied, which has long been operating in the EU countries.

More difficult situations

On quite legal grounds, you can buy a car without a title, which is pledged or bought on credit.

Everything is solved very simply:

  • a standard sale and purchase agreement is drawn up;
  • you and the seller go to the bank and pay the rest of the loan amount;
  • give the difference to the former owner.

Your passport is immediately returned to the bank and you go to the registration department of the traffic police to go through the entire subsequent procedure of re-registration and registration of the car.

But a problem may arise if the seller does not admit that the car is credited, and the TCP will be fake. Unfortunately, it is impossible to break through such a car in the general database, since there is still no electronic database of credit vehicles in Russia.
