The vehicle passport is the most important document that displays all the information about your car. In principle, any vehicle owner has this document. If the car was purchased on credit, then the PTS may be in the bank until the required amount for the car is paid.

It seems that everything should be very clear regarding the TCP: just as each of us has a passport confirming his identity, so the car must have a passport. However, drivers often get confused: who issues the title; is it possible to make a copy; Title, registration certificate, STS - what is the difference between them; whether it is necessary to carry the TCP with you and show it to the traffic cops and so on. Let's bring clarity.

Who issues it?

So, the most important question is which authorities have the right to issue this document?

There are very few of them. First of all, this is a car manufacturer, if we are talking about domestically assembled cars. When buying a new car in a car dealership, you immediately receive a TCP, regardless of the place of assembly - Russia or another country. If you buy a car on credit, then the passport for the car until the full payment is stored either in the bank or in the car dealership. You only have the right to receive a copy, or in the most extreme cases, you may be given the original title to confirm in any authority that your car, although purchased on credit.

If you are importing a car from abroad, for example, you bought it at a Korean auction or purchased it in Germany, then the Title will be issued by the customs authority after you have paid all the necessary duties, recycling and customs fees.

Also, the TCP can be obtained from the traffic police in case of loss of the original. In this case, you need to contact the traffic police department with the appropriate application and pay the state fee. In addition, if you buy a used car, and there is not enough space in the registration certificate to enter the new owner, then the traffic police will either issue a new passport or issue an additional sheet.

Another body where you can get a PTS is certification bodies or car conversion companies. That is, if you made a home-made vehicle, you need to go through a long procedure for testing and certification, and only after that they issue a title for registration with the traffic police.

It is also possible that you convert a cargo van to a passenger van and so on.

What is a vehicle license? 

PTS is an A4 sheet with watermarks, each such document is assigned a series and number - just like in a regular civil passport.

In it you will find all the information about the car:

  • brand, model and type of vehicle;
  • VIN code, engine number, chassis data;
  • engine data - power, volume, type (gasoline, diesel, hybrid, electric);
  • net weight and maximum permitted weight;
  • body color;
  • owner information, and so on.

Also in the TCP on the other side there is a column “Special Marks”, where the owner’s data, the STS number, information about the sale, re-registration, and so on are entered.

You can often hear that the TCP is called a technical passport. This is quite correct, because it contains all the technical information about the car.

What else do you need to know?

It is not necessary to carry a TCP with you, the registration certificate is not included in the list of mandatory documents. Vehicle owners are required to present only a driver's license, insurance and registration certificate to the traffic police inspector. Even if you have a home-made car or a converted one, then data about it is entered in the STS - a home-made vehicle, and the very fact of having an STS already indicates that you registered it in accordance with all the rules.

When buying a used car, require the owner to show you the original title, not a duplicate or photocopy. Now there are a lot of scammers who sell stolen or credit cars in this way - modern printing technology allows you to fake any document.
