Changing the format of PTS

In 2018, it is planned to abandon the traditional paper PTS. All information about the owner of the car will be converted into electronic format and stored in the traffic police database. Subsequently, it is planned to add information about road accidents and car repairs to the database.

Old PTS in paper format will not lose their legal force and can still be presented by citizens to the traffic police at the time of the purchase and sale transactions. With the help of electronic PTS, each car buyer in the secondary market will be able to find out all the ins and outs of the car by contacting the traffic police.

Video Penalty Innovations

In 2018, a decree of the Government of the Russian Federation came into force on the possibility of fixing an administrative offense by third parties. A special application "People's Inspector" was developed. It has already been successfully tested in Tatarstan and Moscow. Now it is planned to introduce it throughout the territory of the Russian Federation.

By downloading such an application to your smartphone, any citizen can record an offense committed by a motorist and send it to the traffic police server. After that, the offender will be sent a fine by mail. The state registration number of the vehicle must be clearly visible in the photo or video recording. The traffic police inspector will have every right to write out a fine without drawing up a protocol and send it to the hapless driver by mail.

Changes in the insurance industry

From January 1, 2018, certificates of OSAGO will be issued in an updated format. They will now have a special QR code. Having scanned it using a special application, the traffic police inspector will be able to get all the information he is interested in, namely:

  • The name of the insurer's company;
  • Number, series and start date of the provision of insurance services;
  • Vehicle release date;
  • Owner's personal data;
  • Win code;
  • Car model and brand;
  • List of persons admitted to driving.

These innovations are introduced in order to fight against fake OSAGO policies.

Cooling period

This term means the period during which the motorist has the right to refuse the imposed insurance. In 2018, this period increased to two weeks. Previously, it was five working days.

Installation ERA-Glonass

Motorists may be required to install the ERA-Glonass system to transmit information about the accidents that have occurred to the server of the automated OSAGO system. Such an innovation is introduced for experiments on fixing accidents under the Euro protocol. The maximum limit of insurance payments for an accident recorded in this way will be 400000 thousand rubles.

Changes in passenger transport insurance.

The innovations also touched upon the companies engaged in passenger transportation. Now, their representatives are required to take out passenger liability insurance. Such a program is called OSGOP. The limit on the amounts paid to passengers will be 2 million rubles, while the maximum payment for OSAGO is half a million rubles. They also compensate for damage caused to passengers' luggage.

If a person is able to provide financial documents confirming the cost of damaged valuables, then the maximum amount of payments will be 25000 rubles. In other cases, the maximum limit is set at 11000 rubles.

Changes in the Rules for the transportation of children

The topic of transportation of children on school buses was also touched upon. According to the changes that have come into force, from 2018, it is prohibited to transport minors in vehicles over 10 years old. School buses must, without fail, be equipped with an ERA-Glonass system and a tachograph.

All of the above changes entered into force on January 1, 2018. The motorist needs to familiarize himself with them in a timely manner in order to avoid unpleasant surprises in the form of fines.
