How are stolen cars found? Police search methods

How stolen cars are found - this question is of interest to many motorists who have suffered from hijackers, who can act both individually and in whole groups. The statistics on thefts and searches in Russia as a whole are not the most comforting - according to various estimates, it is possible to find from 7 to 15 percent of stolen cars. That is, out of 100 cases, only 7-15 can be solved.

We have already told the readers of the Vodi.su portal about what to do if your car was stolen. Now I would like to know what methods are used to search for stolen cars.

Of course, employees of the internal organs do not reveal all their secrets, but you can get a rough picture. First of all, the victim is required to report the theft to the police as soon as possible. This must be done so that the criminals do not have time to escape.

After you have provided all the data of the car and written an application, the information about the vehicle is entered into the unified databases of the traffic police and becomes available at all traffic police posts, the traffic police patrol. Operation "Interception" begins - that is, cars that match the description will be stopped and checked.

In addition, in each division of the traffic police there are groups of specialists involved in stolen cars. From time to time, search activities are carried out when employees go to parking lots, parking lots, garages and repair shops, checking numbers and VIN codes, checking documents from owners. Particular attention is paid to those vehicles that are among the most stolen models.

When carrying out operational-search activities, the traffic police closely cooperates with the police. A criminal case is initiated and an ORD or ORM begins - operational-search actions / measures in the case of the theft of movable property. There are a number of methodological manuals on how the OSA is conducted. They imply close cooperation between various departments, in addition, information is exchanged between the relevant services of different countries.

During the investigation, 3 typical situations may arise:

  • detection of the vehicle and persons responsible for its theft;
  • the vehicle was found, but the hijackers managed to escape;
  • the whereabouts of neither the vehicle nor the persons who committed the hijacking have been established.

It also happens that operatives detain an organized group of people or hijackers working alone, after which they find out if they are involved in other crimes.

Please also note that two terms are used in legal practice regarding the loss of a car:

  • hijacking - taking possession of a vehicle without the purpose of stealing it;
  • theft - taking possession for the purpose of theft, that is, illegal resale, sawing, and so on.

The detective, who is responsible for conducting the case, applies all existing developments and methods in the search process: a thorough examination of the scene, the search for various traces and evidence - broken glass, traces of the car itself, cigarette butts, paint particles. Such an inspection helps to establish the method of theft, the approximate number of persons who committed the crime, the further fate of the car - they towed it, loaded it onto a tow truck, and left on their own.

The greatest amount of evidence is found if thieves entered the garage.

The next step is to inspect nearby yards with the victim. If everything is done quickly, then the criminals do not have enough time to hide far away, in which case the car can be detected in parking lots, garages, workshops.

Search for stolen cars using modern tools

In parallel with the police, there are traffic police and traffic police posts. To date, their capabilities have been significantly expanded due to the introduction of video and photo recording cameras in large cities. So, at the end of 2013, the Web program began to operate in Moscow, the main goal of which is to analyze the movement of vehicles within Moscow. It can recognize the make and model of a car, as well as read the license plates, immediately checking them against the database of stolen cars.

A huge database stores information about the routes of movement of many millions of Moscow cars. A simple principle is used here - most motorists always drive along the same routes. And if it suddenly turns out that a car that is registered in the North-Eastern Administrative District disappears from sight for a long time, and then suddenly it is noticed in the South-Western Administrative District, this may seem suspicious. And even if the number of the car has already been changed, the system will check if this brand is listed in the theft databases. An alarm signal is sent to the inspector on duty and he can check the vehicle on the spot.

According to statistics for 2013, thanks to this system, it was possible to find about four thousand cars, which amounted to about 40% of the total number of stolen cars. Whether this is true or not, we cannot confirm, but the Web system is currently operating only in Moscow and the Moscow suburbs, and has about 111 cameras. Approximately the same way works and another system of recognition of numbers - "Flow".

Employees use in their work tracking tools using GPS trackers or GLONASS. But this is only effective if your car was equipped with this tool. In addition, professional hijackers know millions of ways to disable or silence all of these tools.

Also, by and large, the police are well aware of almost every one of us and suspicious individuals are always taken into account. Therefore, it will not be difficult for them to find out from their numerous informants who is involved in the theft of a particular car.

But various factors come into play:

  • lack of time and people;
  • banal unwillingness to work;
  • connections - you can find a lot of stories that the police themselves are tied to this business.

It is worth saying that cars in Moscow and in Russia as a whole are stolen quite often. In Moscow in 2013, about 12 thousand cars were stolen. Found the same - about 4000. But this is thanks to these most modern means of tracking. In the regions, the situation is even worse. Therefore, remember that in case of theft, the chances of finding a car are small. Use all available means of protection: garage, paid parking, alarm system, immobilizer, mechanical blockers.
