Like a metal hammer, you can knock everything out of place if you swing too hard. Use the hammer in short, controlled strokes rather than full strokes. This makes it easier to estimate the required pressure.

Imagine two diagonal lines running along the pavement. Hit the paver hard, but not too hard between the center and corner of these imaginary diagonals. Start at one corner and work your way along the paving stone until it settles to the desired level.
