How to Become a Certified Mobile Vehicle Inspector (Certified State Vehicle Inspector) in New Mexico

The State of New Mexico does not require vehicles to be tested for safety or emissions in order to be legally driven; however, Bernalillo County requires emissions testing on all vehicles under 10,000 pounds and newer than 1982. inspection certificate or "Air Care Inspector Certificate".

New Mexico Air Service Inspector Qualification

In order to work at a certified air care station or an emission testing site, a mechanic must become a certified air care inspector. To earn this certification in Bernalillo County, New Mexico, an Automotive Service Technician must have the following qualifications:

  • An application must be submitted to the Air Care Program Manager.

  • Must complete a three-day training course offered each month at Air Care's Albuquerque office.

Air Care Inspector certificates are valid for 12 months. To reapply for a new certification after the expiration date, a mechanic must apply for recertification and complete a four-hour recertification course and exam.

Emissions verification procedure in New Mexico

During emissions testing in Bernalillo County, New Mexico, the following five procedures will be performed:

  • An OBD-II test will be conducted to test the functions of the vehicle's emissions control equipment.

  • An exhaust gas analysis will be carried out to measure hydrocarbon and carbon monoxide emissions.

  • The correct installation and connection of pollution control equipment will be checked.

  • A visual inspection of the exhaust pipe will be carried out, in particular for the presence of smoke.

  • The gas cap pressure will be checked to make sure the cap is tight.
