How to Become a Certified Mobile Vehicle Inspector (Certified State Vehicle Inspector) in Pennsylvania

The State of Pennsylvania requires all non-commercial vehicles to be inspected for safety once a year; every six months, all commercial vehicles must be tested for safety; and that any vehicle that is required to participate in the Emissions I/P program must be tested for emissions during an appropriate safety audit. For mechanics looking for a job as an automotive technician, a great way to build a resume with valuable skills is to get an inspector license. Pennsylvania requires two separate licenses for safety and emissions licensing.

Pennsylvania Mobile Vehicle Inspector Qualification

To inspect the safety of any commercial or non-commercial vehicle in the state of Pennsylvania, an Automotive Service Technician must have the following qualifications:

  • The mechanic must be at least 18 years old.

  • The mechanic must have a valid driver's license for the class of vehicle he is inspecting. (For example, to inspect a commercial vehicle over 25,000 pounds GVW or a Class A vehicle, the mechanic must have a valid Class A driver's license.)

  • A mechanic must complete a government-approved certification course and successfully pass a mandatory written exam.

  • The mechanic must pass a physical fitness demonstration test conducted at an approved training facility under the supervision of a certified automotive instructor.

Inspection certificates are valid for five years. In order to be re-certified after the certification expires, the mechanic must complete the certification course again within 180 days of the expiration date.

To test any commercial or non-commercial vehicle for emissions in the state of Pennsylvania, an automotive service technician must be qualified as follows:

  • The mechanic must be at least 18 years old.

  • The mechanic must have a valid Pennsylvania driver's license. This license does not have to be for the class of vehicle being checked.

  • The mechanic must complete a state-approved emissions training course and pass a mandatory written exam with a score of at least 80%.

  • The mechanic must complete a hands-on demonstration, either under the supervision of a certified automotive instructor or through the computer-assisted testing offered by the training course.

In order to maintain an emissions certificate, a mechanic must complete a refresher course and pass a written exam every two years. In addition, a mechanic with an emission test license can only test vehicles at a licensed inspection station.
