Who except the police can control the speed and stop the driver

Who except the police can control the speed and stop the driver Most drivers are accustomed to the fact that road checks are carried out by the police. This is mistake. There are also services that can control the speed, issue a ticket and demerit points.

Who except the police can control the speed and stop the driver

Police can do anything

Of course, the police have the most power to stop drivers. The officer of this formation has the right to issue obligatory orders and signals to all road users. They can be issued by a police officer walking, riding in a vehicle, on a vehicle (motorcycle, bicycle), on horseback or, for example, in a helicopter. But officers, of course, must obey the rules.

Road Pirate Fleeing from Police

“For example, a police officer without a uniform can stop vehicles only in populated areas,” explains Dariusz Krzewski, head of the traffic department of the Main City Police Department in Opole.

Uniformed cops can stop anywhere, anytime. Signs can be given by hand, candy, through megaphones mounted on a police car, or by turning on a siren and "roosters".

“However, after dark or when visibility is limited, signs must be given with a red light flashlight or reflective lollipop,” adds Dariusz Krzewski.

What can we say about the so-called road “bush”, that is, the police dry drivers because of trees, bushes, fences or walls? - Actually, the law does not prohibit such methods, but a few years ago Police officer recommended that traffic police cars and policemen measure speed with the help of so-called pistol radars, says Dariusz Krzewski.

In addition to radars, the so-called pistol pistols, which of course must be legalized and approved, police officers track drivers with video recorders in identification and non-identification police cars. To measure the speed of a road pirate, you must first catch up with him, and then “sit on his tail” for 100 meters and record his exploits.

The new traffic law also allows police to record speed using devices aboard helicopters. The officers relay the information to the cops in the police car and they stop the pirate.

“Of course, we can stop drivers in safe places and not create a threat or embarrassment to other road users,” says Krzewski.

The exceptions are vehicles that have stopped in pursuit of them, or those that may pose a danger to other road users while driving on the road.

“The officer can also order the driver to follow him to a specified place where it is safe to stop in order to complete the entire procedure,” says Dariusz Krzewski.

Do this when you see the police stop.

- stop the vehicle

- keep your hands on the wheel

- do not unfasten seat belts, do not get out of the car, except as directed by the inspector

- turn off at the command of a police officer ENGINEturn on the emergency gang

That's what a cop does

- after the driver stops, informs him of the rank, first name, surname, team with which he works, the reason for the stop

- at the request of the person being checked, presents his service ticket

- undressed does it immediately

This procedure can be skipped by officers when the vehicle is stopped during a chase or there is a suspicion that criminals are inside.

The border guard is also drought

Recently, many myths have arisen about the competencies of border guards when it comes to controlling drivers.

“We can stop and control throughout the country, anywhere, 24 hours a day, and not, as is commonly believed, only in the border zone,” explains Lieutenant Colonel Cesarius Zaborowski from the Silesian Border Guard in Racibórz. - As a rule, we have the same powers as the police, i.e. we issue fines and accrue penalty points, of course, according to the tariff, we control documents, insurance, etc.

Border guards can, in particular, control the sobriety of drivers, tachographs and the technical condition of vehicles. Since last year, the Border Guard has also been able to measure speed from video recorders and video cameras.

“But we are not and are not going to be a speed control service,” says Tsezary Zaborovsky. - This is the right that we use when implementing tasks in the field of combating illegal migration and cross-border crime, as well as when patrolling with the police. Attention! Border guards stopping drivers must be in uniform.

Inspection of vehicles not only trucks

Traffic inspectors, i.e. the popular crocodile clips, are mainly focused on enforcing the rules in the field of freight and passenger traffic.

“But in the field of traffic, we have the same rights as the police,” says Aleksandra Kobylska from the Main Road Traffic Inspectorate in Warsaw. “So we can stop not only trucks or buses, but also cars, motorcycles and other road users.

Thus, inspectors can measure speed (using video recorders or by checking tachographs), identify drivers and other people in the vehicle, and check the state of sobriety. Since last year, ITD has also operated speed cameras on our roads. Crocodile clips, of course, punish drivers who break the rules with fines, and also have demerit points. On the way to control, the driver can only be stopped by a member of this formation in uniform.

City Guard - maybe more and more

Since January 1, 2011, the powers of the city guard have increased. Like the police, rangers have the right to stop drivers for searches, but only if the traffic prohibition sign (B-1) is not observed or if the driver's offense was recorded by a video camera. During a roadside check, a municipal or municipal security guard can check our documents - driver's license, registration certificate and whether we have valid third party liability insurance, or issue a parking ticket to the driver.

City guard measures speed only speed cameras and video recorders. To measure speed with this first device, city and municipal security guards must mark D-51 "automatic speed control" at the location where they will be measuring. If the speed camera is fixed (mounted on a mast), then the sign will be fixed.

“If we have a portable speed camera, then the sign can also be put up during the check,” explains Krzysztof Maslak, deputy commander of the city guard in Opole.

Municipal and municipal police may install speed cameras on municipal, county, provincial and national roads, but only in built-up areas. And only in those places that the police will agree to.

The customs service is not only looking for drugs

This is another service that can stop us and check on the road at any time.

“First of all, we are looking for drugs, weapons, ammunition, counterfeit trademarks, cigarettes or alcohol without excise duty,” says Agnieszka Skowron from the Customs Chamber in Opole. - But not only. We also work on the basis of the rules of the road.

The stopping customs officer must be in a uniform (black or green) with a reflective vest and the inscription "customs". This formation does not control speed.
