In order to travel abroad in your own car or rent a car in another country, you may need an international driver's license.

We write “may be needed” because you can drive into some countries with a new Russian national driver’s license, that is, from 2011.

The process of obtaining an international driving license

In principle, this process is not difficult. You will not need to take any additional exams, it is enough to pay a state fee of 1600 rubles and prepare the following documents:

  • national driver's license;
  • an application on an approved form, which will be issued directly at the registration department of the traffic police;
  • passport or any other document (military ID, pension certificate).

Until mid-2015, it was mandatory to present a medical certificate 083 / y-89 and a copy of it, but today this requirement has been canceled.

In addition, two photographs of 3,4x4,5 centimeters must be taken. They should be matte and without a corner. Color and black and white photos are allowed.

In the application, fill in your data, a list of attached documents, put down the date and signature. It takes about 1 hour to wait for the issuance of an international certificate. Although you may have to wait longer due to the heavy workload of the traffic police.

Do not forget to pay for this service - 1600 rubles for the middle of 2015.

Obtaining an international university via the Internet

The procedure is as follows:

  • log in to the site;
  • click on the "Public Services" section;
  • choose the section "All services by departments", Ministry of Internal Affairs;
  • select in the list that opens the second section in a row "passing exams ... issuing driver's licenses."

A window will open in front of you, in which everything is described in detail. You will have to fill in all the fields online, upload a photo and a photo of your autograph. You also need to indicate the address of the traffic police department, which is located closest, and where you want to get an international certificate.

Within a day, the application will be considered and reported by e-mail or by the specified phone numbers about the results. Then you go to the traffic police without a queue, hand over the original documents and a receipt for payment.

They may also refuse to issue an IDL if it turns out that a person was deprived of his rights and uses fake ones, indicates false information or documents have obvious signs of forgery. That is, all information about a person undergoes a thorough check.

Who needs an international driving license and why?

The most basic rule to remember:

— IDPs are valid only if you have a national driver's license, regardless of where you are: in the territory of the Russian Federation or abroad. In Russia, driving only with an IDP is regarded as driving without a license and is punishable under the relevant article of the Code of Administrative Offenses.

If you have never traveled and are not going to travel abroad, you can not apply for an IDP. You do not need to issue it when visiting the CIS countries. Moreover, in many CIS countries - Belarus, Kazakhstan, Ukraine - you can drive with an old Russian driver's license.

It is also possible to travel to a number of countries with the national Russian rights of the new model of 2011. We are talking about the states that signed the Vienna Convention of 1968. These are more than 60 states: Austria, Bulgaria, Hungary, Great Britain, Germany, Greece and many others.

However, the situation is not entirely clear. So, Italy has signed this convention, but the local police can fine you for driving an IDP. Also, not everywhere you can rent a car.

According to the Vienna Convention, the participating countries recognize that their traffic rules are generally the same and there is no need to issue any special international driving license.

There is also the Geneva Convention. You can travel in the signatory countries only if you have an IDP and national rights: USA, Egypt, India, Taiwan, Turkey, New Zealand, Australia, the Netherlands, Albania.

Well, there are a number of countries that have not signed any conventions at all. That is, they recognize only the internal rules of the road as the only correct ones. These are mainly small island states and African countries. Accordingly, in order to drive there or rent a car, you need to provide a certified translation of the VU and IDL or obtain a special permit.

In any case, an IDL will not hurt if you really travel a lot.

An IDL is issued on the basis of your internal rights. The validity period is 3 years, but no longer than the validity period of your national driver's license. Thus, if the validity period of the rights expires in a year or two and you are not going anywhere abroad, there is no point in making an IDP.

Going abroad, be sure to study the differences in the rules of the road. For example, in many European countries, the maximum speed in the city is 50 km / h. All these differences need to be learned, because in Europe the fines are much higher, so there is more culture on the roads and fewer accidents.
