EE sticker - will plug-in hybrids like the Outlander PHEV or BMW i3 REx get it?

From 1 July 2018, the “EE” stickers will begin to be used, which uniquely identify electric vehicles. We asked the Ministry of Infrastructure and Construction, which is responsible for the design of the stickers, who would be eligible to receive them, and if plug-in hybrids are also suitable.

    • The law distinguishes between "P / EE" and "EE", hybrids without the right to be labeled "EE".

It quickly became clear that the Ministry of Infrastructure and Construction was responsible only for the project, and we will learn the details by contacting the Ministry of Energy. We were also asked to answer our question in the Law on Electric Mobility.

However, before we get to the Law, two introductory words:

  • purely electric vehicles have the word “EE” in column P.3 of the registration certificate,
  • and pluggable hybrids (of all kinds) are marked as "P / EE".

A list of designations, capacities and emissions can be found on the website of the Ministry of Infrastructure. So, the selected models have the following entries in the registration certificate:

  • Nissan Leaf 2 – EE,
  • Mitsubishi Outlander PHEV – P/EE,
  • BMW i3 - EE,
  • Audi Q7 e-tron – P/EE,

…etc. Thus, if the sticker is to reflect the content of the marketing authorization, it has no chance. ANY vehicle equipped with a [spare] internal combustion enginei.e. BMW i3 REx, Mitsubishi Outlander PHEV or Volvo XC90 T8.

The law distinguishes between "P / EE" and "EE", hybrids without the right to be labeled "EE".

However, records are critical. Electric mobility law (<добеж за дармо). Well, she added the following fragment to the Law - the Law on Road Traffic:

Article 148b. 1.From July 1, 2018 to December 31, 2019, vehicles with electric drive and hydrogen. marked with a sticker on the front panel indicating the type of fuel used to drive them. vehicle windshield according to the formula specified in the regulations issued on the basis of Art. 76 sec. 1 point 1.

So, we see that the legislator is aware of the availability of certain types of electric vehicles on the market (hydrogen-powered vehicles are also electric), and the “electric vehicle” mentioned above is:

12) electric car – motor vehicle within the meaning of Art. 2 paragraph 33 of the Law of June 20, 1997 - Law in road traffic, using for movement only the electrical energy accumulated when connected to external power supply;

... something other than:

13) hybrid vehicle - a motor vehicle within the meaning of Art. 2 paragraph 33 of the Law of June 20, 1997 - Law in road traffic with a diesel-electric drive, in which electricity is accumulated by connecting to an external power source;

In summary: P/EE marked vehicles will not be eligible for the “EE” sticker, only EVs will get one. EE. Electric motorcycles will also receive a sticker, but no longer mopeds.

As a consolation for the owners of plug-in hybrids, it can be added that the Ministry of Energy may still decide on a different interpretation of its own rules.
