New traffic fines from 2021

More recently, we published clarifications on the Code of Administrative Offenses 12.5.1concerning tuning the car and now the traffic police has already published a new project to amend the Code of Administrative Offenses relating to the same article.

Let us examine in detail what new penalties may be introduced in the near future.

Note: all of the rules listed below are at the stage of submitted projects, that is, they are awaiting further consideration. They are NOT yet ACCEPTED as final rules in force.

Penalty for using tires out of season

It is planned to introduce a ban on the use of summer tires in winter and, conversely, in winter in summer. In other words, driving on winter tires from June to August, and also on summer tires from December to February, will be punishable by a fine.

In addition, a rule may appear according to which drivers can be fined for abnormal wheel dimensions (not provided by the manufacturer).

However, there are still controversies on these points due to the different climatic conditions in different parts of the country.

Penalty for using non-standard optics

The limitation will apply to non-standard xenon installed on the car. True, how the inspector will determine the staffing is not yet clear.

Speeding fines could rise in price in 2021

From January 2021, it is planned to increase fines for speeding by 6 times, namely:

  • for exceeding 20-40 km / h - from 500 rubles to 3000 rubles;
  • for exceeding 40-60 km / h - from 1000 rubles to 4000 rubles;
  • for exceeding more than 60 km / h - the fine has not changed 5000 rubles or deprivation of rights for half a year;
  • for repeated excess of 40-60 km/h or over 60 km/h - a fine of 10000 rubles or deprivation of rights for a year.

Other pending amendments to the Administrative Code

For refusing a medical examination, the fine will be raised from 30 thousand to 40 thousand rubles, and also will be deprived of the rights for 3 years, instead of two.

Failure to comply with the stop requirements by traffic police officers and if this creates a threat to the life and health of third parties, will be punished by deprivation of rights for a period of 2 to 3 years, as well as monetary fines in the amount of 40 thousand rubles.

Leaving and stopping on the railway tracks will be punished with fines in the amount of 5 thousand rubles or deprivation of rights for up to half a year.

For transporting children without specialized car seats, the fine will increase to 5 thousand rubles.

Penalty for lack of an OSAGO policy will rise by 200 rubles and amount to 1 thousand rubles.

They also plan to introduce a cumulative system of fines. This means that if a driver is caught for violating certain rules 3 or more times, then he may be deprived of his license for up to one and a half years. Here is a list of violations that will be counted:

  • driving through a red light;
  • exceeding the speed limit by 60 km / h;
  • exit into the oncoming lane;
  • not granting the right of way to the vehicle that has priority;
  • turning in the wrong place or reversing where it is prohibited;
  • not a pedestrian pass.

It is worth noting that fines from cameras will not be taken into account, only those cases are taken into account when you are directly stopped by a traffic police officer.
