The National Fund for Environmental Protection and Water Management (NFOŚiGW) unexpectedly announced the start of accepting applications for subsidies for electric vehicles, more precisely, the date of this. We decided to analyze in detail the conditions of co-financing.

Since when is the call for applications?

Subsidy applications begin on Friday, June 26, 2020. and will last until Friday, July 31, 2020. It is unclear if it will be activated at midnight or at 7, 9, 10 am, so on this day it is better not to go to bed too early or get up early.

NOTE: during the last call for proposals in Slovakia, the pool of money was depleted in less than four minutes.

When should you buy a car?

According to the information on the eligibility of costs - i.e. the possibility of recognizing costs as reasonable and eligible for the program - the time is counted from May 1, 2020. BUT there is a clause in the content that the transaction cannot be completed before the application date. So if we bought a car on May 1 and applied on June 26, we will not receive a surcharge. (a source).

We will receive a grant for purchasing a car on the day of application.

However, for security reasons we advise you to buy a car (pay the bill) only when we receive information that the application meets the formal criteria and has been accepted.

Who is the program for?

The support program is addressed to individuals only.

From the documents the obligatory declaration that the buyer is not engaged in economic activity disappearedHowever, there was a statement that the car would not be listed in the fixed assets register in the business. So, we conclude that the buyer maybe carry out economic activities. BUT:

the machine must not be used in it under any circumstances,
the vehicle cannot be used to offer goods and services, including transportation (such as Uber or pizza delivery),
The vehicle cannot be used for agricultural activities (for example, for transporting agricultural products).

There is a risk of the criminal code for confirming falsehood.

Important! Economic activity is understood here from the point of view of the EU and, therefore, broader than it follows from Polish law.... These activities can be considered non-profit and one-off activities, such as renting a car to someone on a regular basis to travel to work. So be careful.

Will there be a business support program?

They are. They are called eVan and Koliber. We will talk about them in a separate article.

What is the maximum possible price for a car?

The condition for receiving a surcharge is the purchase of an electric car. up to PLN 125... This is an acceptable value, the purchase price of this car, so it is calculated per person. price in the invoice.

As part of the grant, we will need to submit a declaration that we pay VAT and cannot deduct it.

How much is the allowance?

The surcharge is 15 percent eligible cost, up to PLN 18... Thus, if we buy a car for 100 PLN 15, we will receive a subsidy of PLN 85, which will bring the price of the car down to PLN XNUMX XNUMX.

Which models are eligible for the surcharge threshold?

Only M1 category models (up to 3,5 tonnes) are co-financed. Today these are the following cars:

Thus, we are dealing mainly with cars in the A and B segments and one model in the C segment (Nissan Leaf). We have requested comment from Honda and Kia representatives.

Can I get a demo car surcharge? Used car?

No... The car must be new and not subject to prior registration.

How many cars can you buy with co-financing?

Only one.

Can I get a subsidy when buying a car on credit?

We are not sure... According to the definition of the subsidy program, the car must be insured under + AC liability insurance, and the buyer must transfer the rights under the insurance policy to the National Fund for Environmental Protection and Water Resources. This means that if the car is damaged or stolen, the National Fund for Environmental Protection and Water Resources will collect the allocated funding in whole or in part (this is also not clear).

Meanwhile, in the case of a loan, it is the banks that require such collateral.

Since the National Fund for Environmental Protection and Water Resources will require only a part of the funds (the amount of co-financing), we assume that there will be banking products on the market that are adapted to the situation in which the bank will need the rest of the funds. returned funds. What we don't know, however, is that if NFEPWM doesn't want to pay back the excess money, it may turn out that the bank will require us to immediately repay the entire loan.

Can I get a subsidy when buying an electric car on lease?

No... Co-financing is addressed to individuals, and leasing organizations are legal entities, most often banking institutions.

Are there any special conditions for the run?

So, at least 10 kilometers per year... Within 30 days after the expiration of the two-year period, it will be necessary to send to the National Fund for Environmental Protection and Water Resources a scan of the technical inspection with a mileage of at least 2-20 kilometers.

There were jokes on the Internet about this topic, but you need to approach the topic in a common sense: the subsidy is designed to reduce carbon dioxide emissions to the expected extent. If we practically do not use a car, then the additional payment by an electrician in our case will be meaningless, i.e. it will not allow us to achieve our strategic goals.

Therefore, as the editorial board of www.elektrowoz.pl, we ask that co-financing be used primarily for people who travel more than 10 kilometers per year.

Are older hybrids supported? Plug-in hybrids? Hydrogen cars?

No... Under the subsidy agreement, we will receive funding only through the purchase of an electric vehicle that stores energy by connecting it to an external charging source. Old hybrids (internal combustion vehicles with batteries) or plug-in hybrids do not fit the definition.

You should also be careful when buying an electric vehicle equipped with photovoltaic panels as it does not meet the definition. This is an obvious loophole in the rules, but theoretically it could be used to eliminate the subsidy, for example, for Sion. Of course, when it appears on the market, it is not yet on sale.

What is the budget for the Green Car program?

PLN 37,5 million, which is enough to subsidize at least 2 electric vehicles.

What is the form of the grant?

Co-financing is provided in the form of a grant., that is, irrevocable financial assistance. We will be forced to return it only in the event of a breach of the terms of the contract.

What's the first step?

Filling out an application and signing a co-financing agreement, and then buying a car.

When will I receive money to my account?

The signing of contracts is planned only for 2020. The co-financing will be paid until 2021, but the National Fund for Environmental Protection and Water Management gives itself only 30 days to transfer.

To receive a grant, you will need to sign an agreement with the National Fund for Environmental Protection and Water Management -> buying a car -> presenting an invoice for the purchase + confirmation of car insurance + scan of the registration certificate with the owner that matches the one with whom the agreement was signed.

Does this mean that you will have to pay the full amount for the car first?

Roof, since the basis for transferring the subsidy is a scanned copy of the invoice. This is somewhat contrary to the condition regarding the marking of the car (see below "detailed conditions"), but we interpret this topic in a general sense: as long as the NFEPWM has not paid us money, marking it with a sticker "Wspieramy Elektromobilność" does not make sense .

How long does it take to maintain the machine?

A vehicle funded by the Low Emissions Transport Fund must be in service for two years. This means that it cannot be resold until the first day after the expiration of the 24 month period. Of course, we recommend waiting 2 years and, say, a week.

Are there any additional special conditions I need to know about?

Tak. The car purchased for an additional fee must be clearly marked with a sticker "Wspieramy Elektromobilność". Should be placed:

on the tailgate above the license plate,
OR at the rear of the vehicle at a height (near) the license plate,
OR on either side of the side door at the top of the door
OR on the front wheel arch (fender) of the vehicle at the top.

The sticker must be printed at your own expense and affixed to the vehicle before using it.
