50 percent discount on traffic police fines

2016 brought good news for all motorists - from now on, all motorists have an excellent opportunity to save money, thanks to a significant discount on the payment of monetary penalties for traffic violations. This innovation will be valid only when you pay by receipt. within twenty days after the order is served on you about an administrative violation. The discount will be as much as 50 percent.

These innovations are clearly described in article 32.2 part 1.3. This article of the Code of Administrative Offenses considers all issues related to fines and their payment:

• in what terms it is necessary to deposit funds;
• how to transfer money through banks or other payment systems;
• what to do if the fined person does not work anywhere and does not have the means to pay;
• how they charge money from foreigners and so on.

How to take advantage of the 50 percent discount?

In principle, everything remains as before: you receive a notification and you choose the payment method yourself:

• directly to the traffic police through payment terminals;
• in banking institutions through the cash desk;
• using online wallets Qiwi, Webmoney, Yandex;
• on the official resources of the State Services or the traffic police;
• via internet banking;
• via SMS.

If you are going to pay the money in good conscience no later than 20 days after the decision is made, you can safely divide the amount in half. Be sure to keep your receipt or e-receipt as you will need it as proof if there is any hitch with the transfer of funds.

Also, some motorists complain that after paying at a discount, they still have a debt - checking fines online is available on the traffic police website. In this case, you need to find a special form for requests on the resource and describe your problem, indicating the order number and payment receipt.

Please note that if you wanted to challenge the correctness of imposing a monetary penalty on you through the court or the judge decided to postpone it, then the motorist will have no choice but to pay the specified amount of funds in full.

And one more thing: at first there were rumors that the 50% discount would not affect the minimum fines, which today equal 500 rubles. In fact, they can be divided into two, that is, feel free to pay 250 rubles for not the most terrible violations, provided that you do it in accordance with the requirements prescribed in the Code of Administrative Offenses.

What not extend discounts?

Article 32.2 part 1.3 also contains exceptions - the types of violations are listed for which the discount does not apply, even if you pay the fine on the day the decision is made.

• the car is not registered in accordance with all the rules (CAO 12.1 part 1);
• Drunk driving, drunk driving again, transferring control to a drunk person (all parts of Article 12.8);
• repeated excess of speed from 40 and more km/h (12.9 hours 6-7);
• repeated passage to a red light or to a prohibiting signal of a traffic controller (12.12 p.3);
• repeated departure to the oncoming lane (12.15 h.5);
• repeated driving in the opposite direction on a one-way road (12.16 Part 3.1);
• causing harm to health as a result of violation of traffic rules or requirements for the operation of the vehicle (12.24);
• unwillingness to undergo a medical examination on demand (12.26);
• use of alcohol or drugs after an accident (12.27 p.3).

As you can see, in most cases, the discount does not apply to repeated violations. The deputies made such a decision, since “recidivists” - malicious violators - according to statistics, still continue to violate traffic rules, and it is because of them that serious accidents often occur. There are also no concessions for those who like to drive while intoxicated.

If you are awarded a fine under one of these articles, you will not be able to receive a 50 percent discount.

To date, there are no statistics on whether collections on fines have improved and whether revenues to the treasury have increased. On the other hand, any driver is interested in paying for a "letter of happiness" as soon as possible, and not for a long time and to no avail to prove his innocence.

In addition, the costs of attracting employees of executive services to recover overdue debts from debtors are also not cheap for the state. Therefore, it was decided to introduce a 50 percent discount in order to discipline drivers more in financial matters.
