Ways to check traffic police fines

Everyone knows that violation of traffic rules is not only bad, but also extremely dangerous for the life and health of drivers, passengers and pedestrians. Nevertheless, even the most honest and disciplined drivers sooner or later commit violations punishable by a fine under the laws of the Russian Federation. For this reason, it is extremely important to figure out how to check if there are any fines for a motorist or his car, as well as how to pay them in the most convenient way for yourself with the least negative consequences.

Checking traffic police fines by car number

It is obvious that the majority of transport offenses are committed by drivers in their own or possession of vehicles. Therefore, the simplest and often the most convenient way for the offender is to check the fines on the state registration plate of the car.

In the traffic police department

The simplest and oldest way to check traffic police fines is a personal appeal to the traffic police department.

In the presence of modern ways of obtaining information, this option seems inconvenient and even redundant. However, in reality, you can think of many situations in which a personal appeal to the department would be the most appropriate option. Even today, it can happen that the Internet is not at hand, and the question of fines arises. It is also possible that the traffic police department is simply located near the motorist's house or on the way from work. Finally, a significant advantage of a personal appeal to the traffic police is the possibility of obtaining expert advice on the issued fine. The only, but extremely significant disadvantage is usually a long wait for the service.

The main disadvantage of contacting the traffic police department is the presence of queues

The procedure for checking fines directly in the traffic police is extremely simple:

  1. Find out the hours of reception of citizens in the department of interest. This can be done not only through a personal visit, but also by phone or on the website.
  2. Actually contact him with a question of interest.

Be sure to take your passport with you before applying for information about fines!

For example, in St. Petersburg there is a special Information Center of the State Traffic Inspectorate of the Main Internal Affairs Directorate, in which from 9:30 to 18:00 (lunch hours from 13 to 14) you can find out about your unpaid fines.

Also, in almost all regions of the country there are hotline telephones by which you can clarify the presence or absence of traffic police fines.

On the official website of the traffic police

A more modern and convenient way that has appeared at the disposal of motorists relatively recently has become the official website of the traffic police with the function of checking fines online.

To obtain information about unpaid fines for traffic violations, you need to know the following data: the state license plates of the car of interest and the number of the certificate of registration.

In general, to check fines in this way, the following steps should be taken:

  1. To get started, go to the official website of the state traffic inspectorate of Russia, which is located at http://gibdd.rf/.

    The appearance of the home page of the site differs depending on the region from which you decide to use it
  2. Then on this page you need to find the “services” tab, which is the fourth in a row between “organizations” and “news”. In it, from the drop-down list, select "fine check".

    In addition to checking fines on the website of the state traffic inspectorate, there are several more useful services.
  3. After that, a page will open in front of you, on which you will see the fields for filling in the data: the number of the vehicle and the number of its registration certificate. After entering the information, click on the "request verification" button.

    Be careful when filling in the data, because any mistake will not allow you to find out information about the offenses committed on the vehicle you are looking for
  4. Finally, if you have completed the operations from the previous paragraph, then you will see a page with full information about the fines: their amount, date and time of the violation, type of violation, as well as the unit that recorded the violation and the number of the decision to prosecute. If the violation was recorded using photographic cameras, then, as a rule, a photo of the offense is also attached to the information.

On the State Service website

Another modern way to clarify information about traffic police fines is to refer to the public services portal. Like the traffic police website, this resource is also officially state-owned, and therefore the information presented on it can be considered completely reliable.

Nevertheless, I can say from personal experience that, although rarely, the latest penalties are not reflected on this portal. However, if the information is still presented on the site, then exactly in the same volume as that of the state traffic inspectorate.

To obtain information from the site in question, you must first go through a rather long registration procedure, if you have not already done so. It is also necessary to provide the following data: vehicle number and license number or license number and driver's name. Finally, obtaining information is possible by the decision on the offense (receipt number).

Here is a list of actions that you should take when checking through this site:

  1. Go to the main page of the site and log in (by mobile phone number or e-mail).

    The public services website is full of useful information, so it can be used not only to check fines

    Depending on the specific situation, the site can either report the absence of fines, or show their presence with brief information.

Using Yandex services

Today, one of the largest Russian companies in the field of information technology has many services in addition to the search engine of the same name itself. To check the fines, this company has provided the Yandex.Fine mobile application, which is available for download on phones of the three most popular operating systems: iOS, android and windows phone. In addition, such a function is also provided for users of personal computers on the Yandex.Money service.

It should be noted that although Yandex, unlike the two previous sites, is not an official source of information, it draws information from a completely reliable source called GIS GMP (State Information System for State and Municipal Payments). Therefore, information about fines from these resources can also be trusted.

Getting data in this way is even easier than in the cases above. You must follow the link https://money.yandex.ru/debts to the relevant section of the site dedicated to checking financial penalties. This page contains the usual fields to fill out and the "check" button at the bottom. The test results can be sent by choice either by SMS to a phone number or by e-mail.

According to the observations of many motorists with experience, the payment of fines made through the Yandex system gets to the treasury accounts faster. This is especially important when the grace period for paying a fine is close to completion or there is a risk of delay.

Through internet banking

Most modern banks have remote banking services through Internet and mobile banking. One of the handy features they provide in this format is checking and paying traffic fines online. It is recommended to choose applications or websites of those banks whose services you use on an ongoing basis.

The most popular and widespread bank in the Russian Federation is Sberbank of Russia. He offers to check the presence of a fine and pay fines from the account using the car number or registration certificate.

Registration is required to use the site's services.

Many motorists have conflicting feelings about the Sberbank service for regular auto-payment of fines. Some motorists, for whom the arrival of fines for certain offenses while driving is not uncommon, speak very positively about such a service. According to them, it saves time and guarantees timely payment of all fines. Other drivers, who are practically not noticed for breaking the rules, do not see much benefit in this feature. Moreover, they refer to the fact that even in disputable situations when traffic police inspectors unreasonably bring the car owner to administrative responsibility, the money still leaves the account until the end of the proceedings. So with that said, you are invited to weigh the pros and cons before connecting such a service.

Approximately the same in terms of functionality and convenience are the resources of many other banks, for example, Tinkoff.

With the help of the RosStrafy service

To date, the network can find many services and sites that offer services for checking and paying fines online. Among them, the most famous and recognized is the site https://rosfines.ru/ and the application of the same name for mobile phones.

You should not trust unfamiliar portals, especially in matters related to the payment of financial sanctions. Many people become victims of crime while using these resources. As a rule, they are primitive scammers who either credit the funds used to pay the fine to their accounts, or take possession of these cards and write off all the funds from your accounts, or charge an exorbitant commission for their services.

To obtain the necessary information about fines, you will need the state number of the vehicle and its registration certificate.

Checking for fines on this site is as easy as on other similar ones.

The site under discussion has a number of advantages over competitors: it allows you to receive notifications of new fines by e-mail, track several cars at once, save all payment receipts in your personal account, and much more.

Also, in the near future, the creators of the site will announce the possibility of viewing the data of photographic recording of offenses. This portal is taking this step in order to keep up with many of its competitors, who already now offer to use this service for free (for example, https://shtrafy-gibdd.ru/).

What data is needed to check traffic police fines

The amount of data required to obtain information depends on which of the methods presented above you decide to use and for what purposes.

In general, the following options can be distinguished:

  • according to the state number of the car and the number of the certificate of registration of the car;
  • by the number of the driver's license and the full name of the driver;
  • by the number of the receipt (decree on bringing to responsibility for the offense);
  • only by the full name of the violator (only on the official website of the FSSP (Federal Bailiff Service)). Only those fines, the payment of which was overdue, get to this site.

Motorists often have the question of whether it is possible to check the fines of the traffic police only by the state number of the car. In short, no. The fact is that this possibility is quite deliberately excluded by the legislator and law enforcer, so that an indefinite circle of persons does not have access to data on your fines. This order of things is designed to help respect the right of car owners to privacy.

Driving license check

Checking fines according to driver's license in many cases is the most convenient way:

  • when there is no certificate of registration;
  • when the offense was committed in a car that did not belong to the driver;
  • when the violation was recorded by the traffic police inspector.

The VU check becomes especially convenient for those drivers who own more than one car.

Check fines by car numberrights can be, for example, on the public services portal or on many sites like RosStrafa.

Checking fines by car owner name

As already mentioned, checking financial penalties for traffic violations solely by the full name of the driver is practically impossible. The only exception is obtaining data from bailiff databases. Only from this source can information be obtained on overdue fines of a citizen or legal entity by name, date of birth and region of residence. To do this:

  1. Go to the FSSP website.
    Ways to check traffic police fines
    If necessary, anyone can create a personal account on this site
  2. Open the "services" tab and select "enforcement proceedings data bank" from the drop-down list.
    Ways to check traffic police fines
    In addition to the service we are interested in, the FSSP has many others.
  3. Enter the data of the person you are interested in in the appropriate fields and click the "find" button.
    Ways to check traffic police fines
    Additional information in the form of date of birth and region reduces the likelihood of confusing a citizen with his full namesake

Once again, I emphasize that data on fines appear on this site at least 70 days after they were issued. This delay is due to the fact that the jurisdiction of the Federal Bailiffs Service of the Russian Federation includes only overdue debts. It is impossible to check a “fresh fine” without papers for a vehicle or a driver’s license using official sources of information.

Deadline for payment of fines

The fine is one of the most popular sanctions imposed for the commission of traffic offenses. Article 32.2 of the Code of Administrative Offenses is dedicated to him. Part 1 of this article speaks of a 60-day period for paying a fine. However, one must also take into account the time limit for appealing against this measure of punishment, which is 10 days. Thus, after carrying out a simple mathematical operation, 70 days are obtained to pay the fine. After the expiration of this period, the debt is considered overdue and bailiffs initiate enforcement proceedings.

You should also pay attention to the most important amendment to the mentioned article from 2014. Part 1.3 provides for the possibility of reducing the amount of the fine by 50% if the repayment occurs in the first 30 days. The only exceptions are a few traffic offenses provided for:

  • part 1.1 of article 12.1;
  • article 12.8;
  • parts 6 and 7 of article 12.9;
  • part 3 of article 12.12;
  • part 5 of article 12.15;
  • part 3.1 of article 12.16;
  • articles 12.24;
  • 12.26;
  • part 3 of article 12.27.

Finally, it should be said about such a legal institution as the limitation period in relation to fines. According to Art. 31.9 of the Code of Administrative Offenses of the Russian Federation, there is a two-year limitation period. That is, if they failed to collect fines from you for two years, then the obligation to pay them disappears.

At the same time, I would not recommend trying to evade paying traffic police fines by ignoring them, because if the bailiffs still get around to collecting your debt, then you can get a lot of inconvenience. The inconvenience of those few acquaintances who did not pay fines on time outweighed the amount of the fine many times over.

Liability for non-payment of fines

The legislature, wanting to encourage drivers to pay fines as soon as possible, has created a number of negative consequences for non-payers.

Firstly, for late payment of a fine, the violator may be held liable under Article 20.25 of the Code to a fine of twice the amount of the unpaid amount, compulsory work, or even arrest.

Secondly, any inspector can stop your car and detain you for delivery to the court, and send the vehicle to the impound.

Thirdly, the bailiff can foreclose on the debtor's funds and restrict his travel outside the Russian Federation. In addition, for the work of the FSSP, it is expected to pay a performance fee of seven percent of the amount of the debt, but not less than five hundred rubles.

Read about the responsibility for parking in the wrong place: https://bumper.guru/shtrafy/shtraf-za-parkovku-na-meste-dlya-invalidov.html

Finally, if the amount of the debt exceeds 10 thousand rubles, the bailiffs have the possibility of temporary deprivation of rights.

Also, the owner of a car, which has a string of overdue fines, has difficulties with the sale of such a vehicle and passing the current technical inspection.

At the present stage in Russia, there are many ways that allow you to check and pay traffic police fines from any place where you can connect to the Internet. I advise you not to be lazy and be careful in order to pay your debts to the state in a timely manner and avoid delays. Firstly, accuracy in paying fines in most cases will save half the amount. Secondly, the timeliness and completeness of payments will save you from serious inconveniences provided for by the laws of our state.
