Subsidies for Electric Vehicles - What's Happening, What's Next and When to Apply

About a week ago, we reported that applications for subsidies for electric vehicles from FNT were delayed. All because of problems with the taxation of the subsidy. In connection with numerous questions, we decided to inform you at what stage the work is now. And to answer the question whether there is a chance to start recruiting applications for the subsidy this year.

Two introductory words. There is an important loophole in the regulation on subsidies for electric vehicles: it does not clarify the taxation of the subsidy from the Low Emissions Transport Fund. As a result, a person who bought an electric car and took advantage of the subsidy may be surprised at the need to pay several thousand zlotys when paying personal income tax.

That is why a group of deputies "Law and Justice" submitted a draft amendment to the Law on Income Tax to the Seimas. Thanks to this, the subsidy for the electric vehicle, as well as the co-financing of photovoltaic panels under the program "My Electricity" will be exempt from taxes.

pressure entered the Seimas on December 12, 2019... It turns out that he quickly got "the opinion of local government organizations" and came across first reading this morning (December 19, 2019). And that's not all: today he will appear in the State Finance Committee, and from there in the evening he will return to the Seimas - this is scheduled for 21.00-21.45.

At the time of this writing, it has already passed the first reading and is being worked out by the committee.

So is there a chance to start accepting applications in December 2019?

Unfortunately, no.

The last session of the Senate took place on December 18, 2019 (yesterday). The next one is scheduled for January 8, 2020. Later, while waiting for the president's signature, one must take into account the seal in the Legislative Gazette - one must really say that the start of accepting applications can begin at the end of January or February 2020..

However, it should be added that the Sejm is currently fighting for a completely different act: an amendment to the law on the general judiciary and the Supreme Court. Law and Justice may wish to expedite work on this amendment and convene an extraordinary session of the Senate at an earlier date.

Then the amendment to the Income Tax Law can be adopted, by the way, as an image element: "We are strengthening the power over the courts, but we also give additional tens of thousands of zlotys to the electric vehicle." AND that is, there is a chance to speed up the process, but it is still not worth waiting for the start in December 2019.
