Laws and Permits for Disabled Drivers in Hawaii

Each state has its own rules and guidelines for disabled drivers. It is important to know the different rules for your state.

For example, in the state of Hawaii, you are eligible for a disabled parking permit if you have one of the following conditions:

  • Inability to walk 200 feet without rest

  • If you have a heart condition classified by the American Heart Association as class III or IV.

  • If you have a lung condition that limits or seriously interferes with your ability to breathe

  • If you are legally blind

  • If you suffer from arthritis, a neurological or orthopedic condition that interferes with your mobility

  • If you are using portable oxygen

  • If you need a cane, crutch, wheelchair, or other walking aid

What types of permits are available in Hawaii?

Hawaii offers several types of disability permits. One of these is a temporary disability plate, which you can get if you expect your disability to last less than six months. Temporary plates are only valid for six months and must be renewed. To renew, complete the Application for a Parking Permit for Persons with Disabilities. The application requires you to have a licensed physician certifying that you are indeed suffering from a disability that qualifies you for disabled driver status. Finally, you must personally submit the form to the nearest county DMV office. This location must be specified in your application.

The second option is a permanent plaque valid for four years. The process for applying for a permanent plaque is the same, and still requires validation and permission from a licensed physician.

The third option is a special license plate and is available if you have a permanent disability. While permanent plaques in Hawaii are free, a temporary plaque will cost you $12, plus an additional $12 fee for each temporary plaque replacement. Special license plates cost five dollars and fifty cents along with all registration fees. Please note that you must apply in person unless your doctor confirms that you cannot go to the county office. In this case, you will be allowed to mail your application to the DMV closest to you.

What happens if someone breaks the handicapped parking rules?

Misuse or abuse of disabled parking privileges is a misdemeanor and can result in a $250 to $500 fine. Make sure you don't give your poster to anyone else. To use the plate, you must be inside the vehicle as a driver or passenger. You can also be fined for displaying an expired sign. Make sure you renew your temporary plaque every six months, or if you have a permanent plaque, renew it every four years.

Can I use my nameplate or out-of-state license plate if I'm visiting Hawaii?

Yes. Hawaii, perhaps because it is such a popular tourist destination, allows you to use an out-of-state parking sign during your visit.

What if I lose or damage my poster?

In this case, you must download the Disability Parking Permit Application, attach the original sign, and mail both documents to the nearest county DMV office.

Where am I allowed to park with my disabled parking sign and/or special number plate?

You can park anywhere you see the international access symbol. You may not park in areas marked "no parking at all times" or in bus zones. In addition, you can park at a metered spot for up to two and a half hours without paying the meter. Note that many states have very specific laws on how long you can park in a metered spot. Some states allow parking indefinitely, while others, such as Hawaii, allow long but limited times.

Where should I place my poster?

You must hang a poster on your rearview mirror. However, be sure to place the sign in a different location while driving, as it may interfere with your vision if it is hung on a mirror. Make sure the expiration date is facing the windshield so that the law enforcement officer can easily see the plate if he or she needs to.

If you feel you need assistance while driving, you may want to get a disability plate and/or license plate. There are obvious benefits, and you don't want to inflict more pain on yourself by trying to do more than you need to.
