Laws and Permits for Disabled Drivers in Washington DC
If you are disabled in Washington State, you can apply for special permits that will allow you to park in designated areas and enjoy other rights and privileges such as parking at any time, even at locations where an expiration date is indicated. . However, to obtain these rights and privileges, you must complete certain forms and submit them to the DOL (Department of Licensing) in Washington State.
Permission types
In Washington state, special permits are issued by the DOL (Department of Licensing) to drivers with disabilities and they include:
License plates for people with permanent disabilities
Signs for people with permanent or temporary disabilities
Special signs for disabled veterans
Plates for people who belong to organizations that transport people with disabilities
With these special signs and signs, you can park in many places that are not accessible to people without disabilities, but you cannot park in places marked "Parking is prohibited at any time."
Application
You can apply for a special plaque or permit in person or by mail. You will need to complete an Application for Disabled Parking and also prove that you are disabled by providing a letter from your doctor, registered nurse practitioner or physician assistant.
Some states will allow you to provide certification as a chiropractor or orthopedist, but this is not the case in Washington state.

For a license plate, you will pay $32.75 in addition to regular vehicle registration. A parking ticket will cost you $13.75. Posters are provided free of charge. You can send an application to:

Update
Signs and disability plates are expiring and will need to be renewed. Even the so-called "permanent" posters in Washington state still need updating. For plaques and nameplates, the update is free. However, if you are temporarily disabled, you will need to reapply in writing and provide a letter from your doctor confirming that you are still disabled. Also, if your permanent disability certificate expires, you will have to reapply.
Lost, stolen or damaged posters
If your plate is lost, stolen, or damaged to the point where it cannot be identified, you will have to reapply. You can't just enter a permit number, as you can in some other states. The application needs to be completely redone.
As a Washington State resident with a disability, you are entitled to certain rights and privileges. However, the state does not automatically grant these privileges. To do this, you must submit an application and fill out the relevant documents. If you lose your permit, it is stolen or destroyed, you are not automatically eligible for a new permit - you will have to reapply.
