Sign "Stop is prohibited" - information that will help not to violate traffic rules

Ways to regulate traffic on roads include road signs. One of them No Stopping (3.27) is a road sign that indicates that it is prohibited to stop a motor vehicle throughout the length of the road segment it defines. In front of him or immediately behind him, you can also not stop the car in the parking lot.
Description and history of occurrence
The road sign has a round shape, a blue background with a red border around the circumference and red stripes intersecting at an angle of 90 degrees - a kind of cross. Thanks to this coloring (valid since 2013), the sign is perfectly visible even from afar.
In the form familiar to us today, this road definition appeared in 1973 after the introduction of the standard on the territory of the Soviet Union. Before this event, the indicated road sign was decorated in yellow tones. The rules have been regularly amended and continue to be amended, but after 2013 they have not yet addressed issues related to this sign. But the size of fines (administrative responsibility), to the chagrin of those who are not friends with the law, have grown significantly since 2013.
Road sign interpretation
Sometimes motorists are annoyed when they see that stopping is prohibited. Nothing is done just like that, especially in the approved traffic rules, including the version since 2013. This means that on the indicated sections of the road, a stopped vehicle can become a serious obstacle, create emergency situations when drivers of other vehicles will be forced to violate the rules when detour (for example, in areas with a busy traffic flow, on too narrow roads, if there is a sharp turn ahead).
In the places indicated by this sign, it is prohibited not only to stop, but also to park (or park) vehicles.
In more detail, before the sign or behind it is prohibited:
- a planned stop of the vehicle for a duration longer than is required for the exit or boarding of passengers, loading or unloading cargo, and, of course, parking or parking;
- any previously scheduled stop lasting more than 5 minutes.
At the same time, a forced stop or parking is possible if the vehicle breaks down or the driver feels unwell, as well as for other similar reasons. In this case, the driver should definitely turn on the alarm. You will also need to put up an emergency stop sign on the road. If all these conditions are met, the traffic police will not record a violation.
An exception is also provided for stopping route vehicles. These categories of road users are allowed to stop in places specially designated for them, but not in front of them.
At the same time, there is no provision for imposing a fine for stopping a car driven by disabled people, if the sign is supplemented with a corresponding sign (8.18) - a wheelchair is graphically displayed, crossed out with a red line.
Also, the driver should not pay attention to the established road sign prohibiting stopping if he is slowed down by a representative of the traffic police - this will not be a violation. So, he is obliged to make a stop at the place indicated to him by the traffic controller or the traffic police inspector.
Area where the traffic sign is valid
The territory covered by the prohibition effect of a road sign extends up to:
- an intersection (this is not a break in the lane (dividing line), exits from yards in settlements, as well as the exit of a small forest or field road);
- the place where the settlement ends (if there is no road intersection before the corresponding designation);
- a road sign has been installed that cancels all previously existing restrictions (3.31).
Another nuance: stopping (parking) is prohibited only on the side of the road where the sign is posted. For example, if on one side of the road (for example, on the right) with a one-way direction of movement, the driver pays attention to the “stopping is prohibited” sign, then this will not prevent him from stopping on its left side in an acceptable place for this. Parking here is not regarded as a violation and does not entail the imposition of penalties.
The nuances of the sign
The area of action of road signs can be indicated by sharing plates with a sign. So, if a sign 8.2.3 is placed under the pointer (an arrow that goes down), then this means that stopping before it is prohibited. If these signs are violated, a fine will be imposed on the driver who made a stop immediately before these signs. But at the same time, stopping directly behind the sign is not prohibited and is not regarded by inspectors as a violation of the rules.
If a sign 8.2.2 hangs under the sign (an arrow going up and numbers below it), then this sign indicates the distance within which stops cannot be made. For example, if a sign with a sign (that is, an additional message with important information is attached below it), which shows an upward arrow and the number 50 m, then stopping (parking) is prohibited at the indicated interval, starting from the installation site.
At the same time, it is not forbidden to stop directly in front of it - accordingly, a fine will not be imposed.
If there is a sign with a double arrow pointing up and down, then this is a reminder for motorists (if the period where the restrictions are in place is long) that the ban is still in effect and you can’t stop. That is, parking is prohibited in the place in front of and behind this sign.
Yellow markings along the curb or along the edge of the road (solid line) - 1.4, this determines the coverage area of the sign installed in front of it. This means that stopping and parking are allowed in front of it or after the end of the marking line. If you do not follow the indicated marks, then this is automatically equated to a violation of the rules, which means that a fine will follow.
A zone in which, according to the sign, it is forbidden to stop, can be interrupted if parking is equipped in this place, which is indicated by the corresponding sign (the name of the sign "Parking" was introduced in 2013).
Types of punishment for offenders
For violation of the rules of the road in the part related to the prohibition of stopping, the Code of Administrative Offenses provides for a fine and the detention of the vehicle or a warning (Articles 12.19 and 12.16). The 2013 edition of these articles increased the fine.
Fine 500 rubles. (since 2013) and issuing a warning to the driver are provided for in Article 12.19 if he has committed a violation of the rules for stopping and parking (first part), 2 thousand rubles. plus the detention of vehicles if such a violation created obstacles to traffic (part 4). Article 12.16 was also amended in 2013 with respect to fines that are in effect to this day. Part one of this article provides for a fine of 500 rubles. or warning for violation.
Specifically, the topic “stopping (parking) is prohibited” includes parts 4 and 5. The first of them involves a fine of one and a half thousand rubles. and, most unpleasantly, the detention of the vehicle. If the violation is registered in Moscow and St. Petersburg, then the fine increases to three thousand rubles. (revised 2013).
To summarize, after 2013, changes were made to both the Code and the SDA, but they did not affect the requirements for stopping standards.
