Electric scooters and traffic rules: the rules are still poorly understood

The rules governing the use of electric scooters on public roads, which have been integrated into the road code since 2019, are still little known to users.

From October 25, 2019, electric scooters have special rules governing their movement along a useful route. While 11% of French people regularly use electric scooters and other private motorized vehicles (EDPM), only 57% are aware of the rules, according to a recent study by the French Insurance Federation (FFA), Assurance Prévention and the Insurance Federation. Micromobility Specialists (FP2M).

In particular, 21% of respondents do not know that driving on sidewalks is prohibited, 37% that speed is limited to 25 km / h, 38% that it is prohibited to drive a car 2 and 46% that it is prohibited. it is forbidden to wear headphones or hold the phone in your hand.

In addition to road traffic compliance, the study also raises the question of insurance. Only 66% of electric scooter owners know that third party liability insurance is compulsory. Only 62% said they bought it.

“One year after the inclusion of electric scooters and other EDPMs in the Road Traffic Regulations, insurance aspects and, more broadly, the concept of liability remains unclear to many users. However, to protect all road users, everyone is required to insure themselves before using EDPM. All sector actors should continue to educate themselves on this insurance commitment. ”explains Stephane Penet, deputy general representative of the French Insurance Federation and representative of the association Assurance Prevention.
