How to get the rights of category “M” and who needs them?
In November 2013, the main categories of driving licenses were changed in Russia. We have already written about these changes on our website Vodi.su, in particular, a new category has appeared - “M” for driving a scooter or moped. Accordingly, people have some questions:
- how to get this category;
- if there are other categories, do I need to open a new one.
To deal with them, you need to open the legislation, in particular the "Law on Road Safety". All these amendments were made to it with detailed explanations.
Regarding the category "M" we read:
- You can only drive a moped or scooter if you have a driver's license of the appropriate category. However, the presence of any other open category gives the right to drive these mechanical vehicles (except for the tractor driver's license).
Thus, if you have a license category "B", "C" or "C1E" and so on, then you do not need to get a license for a scooter.
Why did it become necessary to obtain the rights to a moped? The thing is that, according to the new amendments to the law on traffic safety (road safety), mopeds have turned from a vehicle into mechanical vehicles, and to drive them you just need to have a driver's license.
Obviously, the issue of obtaining the rights to a moped is relevant for persons under the age of 18, because they are allowed to study only in categories "A", "A1" and "M". Therefore, if, for example, someone from the editorial staff of Vodi.su had to study for a license, we would immediately choose category “A” in order to be able to drive any type of motorcycle transport, including scooters.
If we are talking about older people, then specially studying for the category “M” also does not make sense - it’s better to immediately get a “B” or at least an “A”. Nevertheless, let's try to figure out how to get the rights specifically of category "M".
Training for category "M"
First of all, it should be said that training programs for this category were developed quite recently, and, perhaps, not all driving schools in Russia have been implemented. So it is likely that you will be sent to study for "A". Not even all Moscow driving schools offer this course of study.
If you find such a school, then you will need:
- listen to 72 hours of theoretical training;
- 30 hours of practice;
- practical driving - 18 hours;
Plus 4 hours for exams both intra-school and in the traffic police.
The cost of training is different everywhere, but on average in Moscow they told us the amounts: 13-15 thousand theory, a separate fee for driving is charged - up to a thousand rubles per lesson.
To enroll in training, you need to prepare all the documents:
- passport;
- medical card;
- military ID (for men of military age).
You also need to prepare several photos for the medical card and the driver's card. The exam is held in the traffic police department according to the usual scheme: 20 questions, exercises on the autotrack: figure eight (drive and not touch the ground with your foot), snake, overall corridor and others. Driving in the city is not tested.
To be admitted to the exam at the traffic police, you need to pass exams at school, about which a certificate will be issued, with this document you can take the exam at any traffic police department in the country, for this you just need to write an application and pay the state fee. The most difficult part of the exam is practical driving, inspectors monitor the performance of the exercises and minus penalty points for the slightest mistake. In addition, examination departments rarely have good technique.
Summarizing the above, we come to the following conclusions:
- rights to a scooter or moped are required;
- if you have any other category, you do not need to open the “M” category;
- it is better to immediately study for "A", "B" or "C" than for "M".
- 120 hours are allocated for training, of which 18 are for driving;
- the cost of education is 15 thousand theory and, depending on the school, 10-18 thousand for driving.
Well, the most important point is that if the traffic police officers stop you, and you have no rights at all, then in accordance with article 12.7 of the Code of Administrative Offenses, part 1, you will face a fine of 5-15 thousand, removal from control and sending the vehicle to a parking lot. That is, you will still have to fully pay for the tow truck and idle time at the impound lot.
