How to Get a Smog Specialist Certificate in Delaware

Emissions checks are required in more than two-thirds of the states, including Delaware. This gives those working as a mechanic the opportunity to get a job as an automotive technician in a specialized field. Each state has its own specific training, testing, and certification requirements to qualify to work in emissions testing and repair. Here we look at how to become a certified smog specialist in Delaware.

In this state, emission checks are required every two years for most vehicles over five years old but not older than 1968. The actual inspection is done by the DMV and then vehicle owners can select a mechanic to perform any necessary repairs. Customers can apply for a waiver if their vehicle fails the retest, however, to qualify for a waiver, the repair must be performed by a Certified Emissions Repair Technician (CERT). This is where you enter.

Requirements to become a CERT

In the past, Delaware has provided exhaust repair training through its DEEP (Delaware Exhaust Education Program). However, this training is no longer available, so the State has developed an alternative system that must accept ASE L1 certification as a form of training confirmation.

Obtaining ASE L1 is the first step. You must then apply for certification with the Delaware Department of Natural Resources and Environmental Control. The certification is also known as SB 215.

If you have already completed an Exhaust Repair Certification through a previous DEEP training, you must apply for SB 215 for a fee of $125. If you are certified through ASE L1 training, you must apply along with $25 for each remaining year of your ASE L1 certification.

If you are not currently certified, you must obtain an ASE L1 certification (if you do not already have one) and apply for an SB 215 permit for a fee of $125. Once the state determines that you are eligible, they will issue a clearly marked certificate as proof of your qualifications.

As stated above, you do not need an SB 215 permit to repair vehicles that have failed smog and emissions testing. However, it is advantageous to get certified anyway because it gives you an edge when applying for a car service job at repair shops that place a lot of emphasis on emissions repairs. Due to the waiver, vehicles that fail two or more inspections are desirable to have them repaired by CERT.
