Today, elite numbers are rarely found on the cars of the FSB and other law enforcement agencies. They are most often assigned only to the management team. The idea to mark the cars of high-ranking officials in this way appeared in 1996.
Types of car numbers
A standard car number is posted on most vehicles. It includes 3 digits and letters that are the same in Cyrillic and Latin: A, B, E, K, M, H, O, R, C, T, U and X. On the right is a separated square with a tricolor and a region code located above it where the car is registered.
Previously, federal license plates were considered privileged. They were assigned exclusively to officials (Administration of the President of the Russian Federation, State Duma, Government and apparatus, courts, etc.). A distinctive feature is the tricolor flag of the Russian Federation in place of the region code. The traffic police were obliged to assist in the passage of such cars and forbade them to stop. The principles of appropriation were regulated by the Decree of the Government of the Russian Federation. But in 2007, these signs were replaced with standard ones.
In 2002, the blue numbers of the Ministry of Internal Affairs of the Russian Federation were officially approved. The format is a letter and three digits in white. On all cars of federal structures there is a single code 77. When registering a license plate in the regions, the region code is indicated. On motorcycles of the Ministry of Internal Affairs, blue plates are installed with 4 numbers at the top and a letter below them. On trailers - 3 numbers and a letter.
License plates on registration plates of diplomats and foreign trade representatives look different. The first 3 digits indicate the country the machine belongs to. Information about the official reflects the number plate series. CD - transport is registered to the ambassador, D - auto consular or diplomatic mission, T - an ordinary employee of the above organizations is traveling.
Trailers are equipped with numbers with 2 letters, 4 numbers and the flag of the Russian Federation on the right side. On cars used specifically for transporting more than 8 people, there are plates with numbers of 2 letters and 3 numbers. But there is no tricolor under the region code.
What does the license plate color say?
Today in Russia 5 colors are officially used for license plates on cars: white, black, yellow, red, blue. The first option is found everywhere and indicates that the car belongs to a private person.
Black license plates are placed only on vehicles of military units. Blue - on the police car. The average motorist is prohibited from using them. Until 2006, employees of the Ministry of Internal Affairs were allowed to attach elite plates to their vehicles and put them on the balance sheet of the department. But then it was decided to deal with the excessive number of special numbers.
Red license plates belong to the cars of the embassy or consulate, which are driven exclusively by representatives of foreign states on the territory of Russia.
Recently appeared cars with green numbers. Initially, it was planned to issue them only to electric vehicles. They were supposed to receive certain privileges (no vehicle tax, free parking). But such an idea was not supported, and it was decided as an experiment to assign them to cars of state structures.
Today, green government license plates are not universally used. Officially, no changes have been made to the legislation, the decision is still being developed.
A series of government numbers on a car

Initially, it was not planned to give them privileges in the transport stream. But the very next year, the Ministry of Internal Affairs issued an order obliging the traffic police to assist in safe passage, not to detain or inspect.
Several special government series were approved, which did not change for a long time. Only combinations of numbers alternated. But in 2006, due to the many accidents caused by drivers of cars with elite license plates, Vladimir Putin demanded that they be eliminated. Since then, you can buy a beautiful registration plate only through an acquaintance and for a lot of money.
Presidential numbers on the car
Today there are no elite presidential numbers on cars. In 2012, Vladimir Putin appeared at the inauguration in a T125NU 199 limousine. In 2018, the registration plate changed - V776US77. Previously, it was in private use and was placed on a VAZ owned by a Muscovite. According to the FSO, the car was legally registered with the traffic police, where it was assigned a free combination of numbers.
Last year, the head of state arrived at the opening of the M-11 Neva highway in an Aurus Senat executive car. The number of the president's car was M120AN 777.

Series of the Administration of the President of the Russian Federation - AAA, AOO, MOO, KOO, COO, from B 001 AA to B 299 AA. Such numbers are assigned to most company cars of employees.

A common series of FSO machine numbers is EKH. It appeared during the reign of Boris Yeltsin (decoding: Yeltsin + Krapivin = Good). There is a version that the President spoke with the head of the Federal Security Service, Yuri Krapivin, after which it was decided to assign new letters to departmental vehicles.
