• part two: driving a driver who was deprived of his rights - a fine of 30 thousand, or compulsory work, or detention for 15 days;
• part three: transferring the right of control to a person knowingly who does not have a certificate - 30 thousand.

The third paragraph stipulates the following problem - renting a car or allowing a driver whose rights are not valid. In this case, the owner, to whom the car is registered, will be obliged to pay 30 thousand rubles.

Notice the word "knowingly".
