A scooter or scooter is a type of light motorcycle. The engine of this vehicle is located under the seat and this is its distinguishing feature. With the category of rights that will have to be obtained, things are more complicated. Since November 2013, it is impossible to ride a scooter without a license, however, scooters differ from each other in design and engine size, so to obtain a license, you need to proceed from the characteristics of the scooter that you have:

  • if the engine size is up to 50 cc, then it belongs to light mopeds and category “M” will be enough;
  • from 50th to 125th - category "A1";
  • over 125 cu. cm - category "A".

Accordingly, the person driving the scooter is a road user and, according to the rules of the road, he is obliged to take the whole range of measures to ensure his safety.

The rules of the road clearly state in paragraph 24.3 that not only motorcycle and moped drivers are required to ride on the road with a fastened motorcycle helmet, but also cyclists. Thus, if a scooter driver rides without a fastened helmet, then he is a violator of traffic rules.

The Code of Administrative Offenses has an article under the number 12.29 part two, which states that for violations of traffic rules, moped drivers and cyclists will have to say goodbye to the amount of 800 rubles. This is the penalty for riding without a helmet.

But at the same time, the Code has another article - 12.6, which refers to non-compliance with safety requirements - about unfastened belts and unfastened motorcycle helmets. So, in this article only motorcyclists and their passengers in wheelchairs are mentioned, nothing is said about scooters. The fine under this article is 1000 rubles.

That is, if traffic police inspectors demand that a fine of 1000 rubles be paid from a scooter driver, we can safely say that such a fine is not provided, and “scooter drivers” must pay a maximum of 800 rubles for violation.

But, on the other hand, the statistics of accidents involving scooters and light mopeds is constantly growing, and such an accessory as a helmet can protect your head.

It cushions impacts and prevents head injury. If you choose it correctly - it should sit tightly, while it is easy to put on and take off without pain, do not pull your head down and it is desirable not to have protruding elements - then you can safely drive on any roads, subject to the rules of the road.
