Payment of traffic police fines without commission online

Getting a fine from the traffic police in our time is not at all difficult: video and photo cameras are installed everywhere, guards hide in the bushes with radars, there is practically nowhere to park a car in the center of a big city. Therefore, like it or not, but anyway, someday you have to break the rules of the road.

Fortunately, you can pay a fine in a variety of ways, without even leaving your home. We have already written in detail on our website Vodi.su about how to pay a traffic police fine: Internet banking, special resources of public services, electronic payment systems. You can also stand in the old fashioned way in a long queue at Sberbank or pay through payment terminals, which are now on every corner.

However, any fined driver is interested in the question - is it possible to pay a fine without a commission?

Indeed, banking fees can sometimes reach 5 percent of the amount. And if you use the widely advertised payment method via SMS, then mobile operators charge an average of 6-10 percent.

If you think that millions of people use such services every day: they pay for utilities, replenish the Internet or mobile account, pay fines, and so on, then you can roughly estimate how much income banks receive on commissions alone.

Banking commissions are the second largest source of income after interest on loans.

Consider whether there is still at least one opportunity to pay the fines of the traffic police without a commission.

QIWI and other payment systems

If you go directly to the website of this payment system, find the "Pay" section in the top menu and go to the traffic police fines, we will see that the input form says:

  • Commission 3%, but not less than 30 rubles.

But there is another way, you just need to follow the link - https://qiwi.com/gibdd/partner.action. You will see that in this case the commission is 0%, and the maximum payment amount is 5500 rubles.

The thing is that QIWI has become the official payment system for public services websites and the traffic police as well. You could get to the above address if you clicked on the button - "Pay fines online", which was on the official website of the traffic police. Now it is not there, however, when checking fines, a link to QIWI will still appear and you will be taken to this page.

As we can see, here you need to enter the number and date of the order for payment. If you have lost your receipt, then on our website Vodi.su there is an article on how to pay a traffic police fine without a receipt. It is also worth noting that in order to use this service, you must first deposit money into your wallet, and no commission is charged for this.

You will also have to pay commissions if you use other payment systems:

  • Webmoney - 0,8%;
  • Yandex.Money - 1%, but not less than 30 rubles.

Government services.ru

Payment of State Services is a popular Internet service where you can pay tax debts, enforcement proceedings of the FSSP. There is also a separate item - Fines and Duties of the traffic police.

Also on the site you can get acquainted with the latest adopted laws and resolutions of the Duma, for example, non-payers of alimony or fines from 29.01.15/10/XNUMX are prohibited from using a vehicle - not the best news for those who have debts over XNUMX thousand rubles.

There is also good news - from 2016, it will be possible to get a 50% discount for quick payment of a fine. True, only if the fine is not minimal, that is, above 500 rubles, and is not issued for a repeated violation. The decree was signed by Putin back in December 2014.

Let's get back to paying fines. In the traffic police fines and fees section, you can immediately check and pay the fines that are due to you.

There are several payment methods:

  • from a mobile phone;
  • from a bank card.

You will need to fill out several forms:

  • number and date of the receipt;
  • purpose of payment;
  • your data.

The commission is not charged only from those users who are registered on the State Services website (as stated on this page). By registering, you can save all these forms and the next time you need to pay another fine, you will not need to enter data about yourself, but only the number of the decision and the amount of the fine.

However, at the bottom of the page you can find the item - "How it works." By going to this page, we see: “Terms of making payments”, commissions when paying with a bank card and from a mobile account:

  • bank card - commission 2,3 percent;
  • Beeline gives 7%;
  • MTS - 4%;
  • Megafon - from 6,9 to 9 percent;
  • Tele2 and Rostelecom - 5.

That is, no matter how hard we try, but here you need to pay commission deductions.

Banks and payment terminals

When we asked at one of the traffic police departments where you can pay a fine without a commission, we were told:

"The traffic police do not have such information, please contact credit organizations directly."

The most popular bank in Russia is Sberbank. Its payment terminals and ATMs can be found in many traffic police departments. An easy way to pay the fine is with your bank card. Unfortunately, the commission is also charged in this case - from one to three percent. And if you pay through an operator (that is, a payment terminal), then the commission is 3 percent, but not less than 30 rubles.

Note also that if you need to pay several fines at once, then each of them must be sent as a separate payment and a commission must be paid.

In principle, the situation is the same in all other banks. Moreover, not all banks offer their services for paying traffic police fines.

But I must say that there are also positive aspects. So, from time to time, promotions are held in different banks, under the terms of which you can make payments without commissions. For example, Alfa-Bank and the traffic police of Russia launched in April 2014 a service for paying fines on the main traffic police website, and drivers who are Alfa-Bank's clients could pay fines without commission.

B&NBANK in 2014 also carried out a similar campaign, according to which it was possible to pay for various services without a commission: housing and communal services, taxes, fines, and so on. It is clear that the service was available only to customers of the said bank.

If you prefer to pay in cash at the bank's cash desk, then the commission will be charged everywhere. You also need to pay interest when using Internet banking from various credit organizations.

Conclusions

After analyzing many of the available methods of paying traffic police fines, we come to the conclusion that payment without commission in modern economic realities is a “duck”. According to the legislation, the commission is not charged only when paying taxes and mandatory fees (for example, when registering a car). Penalties also pass as transfers of funds to the settlement account of a legal entity.

Let us also remind you that there have already been numerous legal proceedings against banks. So, the wording like “commission 3%, but not less than 30 rubles” misleads people, because, for example, from 500 rubles, the commission should be 15 rubles, not 30. Banks, on the other hand, limit the size of the commission to fixed amounts - from 30 rubles up to two thousand.

Unfortunately, it was not possible to achieve the truth in court, and such a restriction can be seen in many credit organizations.
