In October 2013, a new vehicle registration regulation came into force. According to the new rules, the re-registration of a car to a new owner is carried out without removing the car from registration. The car numbers are assigned to it and transferred to the new owner, about which a corresponding entry is made in the vehicle's passport.

If you wish, you can keep the old numbers for yourself, for this the old owner writes a statement to the MREO about the desire to keep the numbers for himself. Number plates can now be stored in the traffic police department not for 30 days, but for 180. During this period, you need to purchase a new car and register it for yourself, otherwise the numbers will be disposed of.

If the new owner wants to keep the old numbers, then the state duty is only 500 rubles. If he wants to get other numbers, then he will have to pay 2000 rubles of duty.

The absence of the need to remove the car from the register during re-registration requires the buyer to pay special attention when buying used cars. When choosing a used car, you need to carefully compare all the data entered in the PTS with the actual numbers stamped on the body and on the engine, the VIN code and the registration plates themselves. The new owner will not be able to re-register the car if there are any prohibitions from the bailiffs behind it - for example, unpaid loans, deposits or fines. All this information must be obtained from the traffic police department.

Re-registration follows the same procedure as registration:

  • after buying a used car and drawing up a sales contract, you have 10 days to register the car for yourself;
  • OSAGO policy - if there are several months left before its completion, then the old owner can simply enter you into the policy, and you will pay him the difference in the cost of the policy for these few months, this will amount to literally several hundred rubles, or you go to the UK and conclude a new insurance contract ;
  • you go to the MREO, write a statement, the forensic expert inspects the car on the site and puts a mark in the statement that everything is fine;
  • hand over all the documents in the window - PTS, STS, your passport, application, OSAGO policy;
  • you wait literally three hours until the new data is entered into the traffic police databases and into the TCP.
