Re-registration of a car when changing ownership in 2014

According to the new regulation on re-registration of the vehicle, the former owner of the car does not need to deregister the car after signing the sales contract. This happens automatically when the car is re-registered to a new owner.

You have 10 days to re-register. If this is not done, then, firstly, fines will be sent to the address of the former owner, and secondly, the new owner will have to pay a fine of 500-800 rubles (Code of Administrative Offenses 12.1).

For re-registration to be successful, you can proceed as follows:

  • directly at the department of the MREO traffic police, you hand over the STS, PTS, your passport and the buyer's passport;
  • you receive money from him and give the keys to the car and the diagnostic card;
  • if the car is less than three years old, then the former owner will need to pay tax, for this you will need to make photocopies of the title and the sales agreement.

Previously, the car will need to be driven into the parking lot for inspection by the inspector and verification of numbers.

If you want to keep the numbers from the car, so that later you can drive a new car with them, then the new owner will have to pay a state duty in the amount of 2 thousand rubles. If you leave him numbers, then the duty will be only 500 rubles.

If you do not want to go with the new owner to the traffic police, or you simply do not have time for this, then he must re-register himself. You will only have to fill out the contract of sale in triplicate. Next, you will need to sign the TCP in the mark “signature of the previous owner”. After receiving the entire amount for the car in your hands, you can safely give him the keys and a diagnostic card. You can enter the new owner into the OSAGO policy with your own hand or take money from him for unused months, and he will re-insure the car.

Be sure to require the contact details of the buyer so that you can contact him if he does not register the car within the allotted 10 days, because in this case, all fines for violations that he may commit, and the transport tax will come to your address.
