The driver is not required to carry the vehicle passport with him, however, if it is lost, it is necessary to make a duplicate. PTS is required for the following operations:

  • proof of ownership of the vehicle;
  • passing MOT;
  • carrying out various registration actions;
  • conclusion of transactions on alienation (sale, donation, inheritance);
  • disposal.

Fortunately, making a duplicate is not a difficult task; everything about everything will take no more than a day. And if you order the TCP restoration service at the MREO through the State Services website, then your passport should be restored in just one hour (in any case, this is what they say on the site itself).

Recovery of TCP in 2017: growth of state duties

We have previously touched on the topic of document recovery on Vodi.su and indicated the prices for state duties as of previous years. It is worth noting that since 2017, the fees for the services of the registration department of the MREO have increased significantly. So, if earlier the driver paid 1100 rubles (800 and 300 rubles) for receiving a new TCP and STS (and the STS will also have to be changed to enter new information into it), today the prices are as follows:

  • 1650 rubles - TCP;
  • 850 - certificate of registration.

There is one “BUT”, if you order a service through the State Services, you will get a 30% discount, respectively, the state duties will be as follows: 1155 and 595 (but still more expensive than before). Receipt of payment is presented in MREO.

Regardless of the circumstances under which the vehicle passport was lost, we do not recommend contacting the police, since the likelihood that they will find something is practically zero. You will have to wait at least 30 months until the case is officially closed due to the impossibility of finding a document. And about the closure of the case, you need to present the appropriate certificate from the police.

Therefore, we immediately go to the MREO or reserve a place in the electronic queue through the public services website (you should make an appointment with the inspector in the near future). You need to have the following documents with you:

  • your passport of a citizen of the Russian Federation;
  • OSAGO policy;
  • contract of sale;
  • COP;
  • receipts for payment of state duties.

If the car was driven by power of attorney or the owner cannot drive to the traffic police department, there must be a power of attorney addressed to the recipient.

Please note: a duplicate is issued only in the MREO where the car was registered for the last time.

In MREO you will be given an application form addressed to the head. You also need to write an explanatory note: under what circumstances did the loss occur. If you indicate in the explanatory note that you don’t know how your passport disappeared, then the case may drag on for several days or even weeks, as employees will check using their various databases to see if the number of the lost PTS has surfaced somewhere - for example, scammers registered a stolen car according to fake document in your name.

Naturally, the car must also be with you, it will need to be driven to a special parking lot so that the forensic expert can check the body numbers and VIN code with those indicated in the documents you have left.

If the MREO employees do not have any suspicions, then you will receive a new TCP within an hour after receiving the application and verifying the numbers - these are the terms specified in the order of the Ministry of Internal Affairs of the Russian Federation No. 605, clause 10. Although in reality, if you submit documents on a first-come, first-served basis, you will be asked to come for a new TCP the next day.

Reasons for refusal to issue a PTS

Regulatory documents provide reasons for refusing to issue a duplicate:

  • the applicant did not provide all the required documents;
  • the information specified in the documents provided does not match the actual numbers of the body and units, for example, the body number is interrupted - we have already considered this situation on Vodi.su;
  • restrictions on registration actions have been imposed on cars - it is no secret that, under the pretext of a lost title, they can issue a new passport for a car that is pledged;
  • the car is wanted;
  • The owner provided false information.

The refusal must be in writing, and this certificate can then be used in court as evidence if you do not agree with such a decision.

Why is it better not to lose the original TCP?

We have already written a lot on our website about the fact that buyers of used vehicles are suspicious of various duplicates. That is, if the original is lost, your chances of selling the car without any problems, pawning it in a pawnshop or putting it in a trade-in are reduced several times.

We recommend that you make copies of all documents for the car without fail and certify them with a notary. Also try not to lose the sales contract, as it is the only proof that you purchased the vehicle legally.
