Recycling fee - what is it

Back in 2012, the law “On production and consumption waste” officially came into force in Russia. According to its provisions, any waste must be disposed of properly so as not to expose the environment, as well as the health of Russians, to negative impacts.

The document provides the exact wording of the fee:

  • Utilization fee (US, salvage fee) is a one-time payment that is made in favor of the state in order to ensure the safety of the environment. These funds cover the costs of specialized organizations involved in the processing of waste, including vehicles and by-products - used fuels and lubricants, batteries, tires, technical fluids, etc.

It is clear that the levying of the US is absolutely justified, since no one doubts the deplorable state of the environment. But every car owner has relevant questions: how much to pay, where to pay, and who should do it at all.

Who pays the disposal fee?

The introduction of this law into force in 2012 led to a slight rise in the price of vehicles, especially those imported from abroad. Here is a list of those who are required to pay it:

  • vehicle manufacturers - both domestic and foreign;
  • persons who import new or used vehicles from abroad;
  • persons purchasing a used car for which the fee has not previously been paid.

That is, if you, for example, come to the salon of an official dealer (Russian or foreign) and buy a brand new car, you don’t have to pay anything, since everything has already been paid, and the amount of the scrap fee is included in the cost of the car. If you bring a car from Germany or the USA to the Russian Federation using the services of car auctions, the fee is levied without fail.

Can I not pay the fee?

The law provides for conditions when no payments to the state need to be made. Let's consider this moment in more detail. First of all, the first owners of cars, whose age exceeds 30 years, are exempt from payments. But there is a small addition - the engine and body of this tool must be "native", that is, original. If you buy a similar car older than 30 years from the first owner, then you still have to pay a fee.

Secondly, our compatriot migrants who come for permanent residence on the territory of the Russian Federation due to military conflicts or persecution are exempted from the disposal fee. At the same time, the car must be their personal property, and they will be able to prove the fact of its purchase.

Thirdly, nothing needs to be paid for transport belonging to diplomatic departments, embassies of other countries, international organizations operating on the territory of the Russian Federation.

It should be noted that in the case of the sale to third parties (residents of the Russian Federation) of vehicles from the above categories, the fee is charged and must be paid without fail.

The calculation is made according to a simple formula:

  • The base rate multiplied by the calculation coefficient.

The base rates for cars with petrol or diesel engines are as follows:

  • 28400 or 106000 - up to 1000 cm3 (up to 3 years from the date of issue or older than XNUMX years);
  • 44200 or 165200 - from 1000 to 2000 cc;
  • 84400 or 322400 - 2000-3000 cc;
  • 114600 or 570000 - 3000-3500 cc;
  • 181600 or 700200 - over 3500 cc.

The same figures apply to vehicles with electric motors and hybrid systems.

You should not fall into despair at the sight of such exorbitant amounts, since this is only the base rate, while the coefficient for individuals is only 0,17 (up to three years) or 0,36 (over three years). Accordingly, the average amount for an ordinary citizen importing a car from abroad will be in the range of 3400-5200 rubles, regardless of the volume or type of power plant.

But legal entities need to be ready to pay in full, and the more massive equipment they buy, the higher the amount. In this simple way, the authorities are trying to motivate representatives of small, medium and large businesses to buy special equipment and vehicles from a domestic manufacturer, and not order them in other countries.

The car portal vodi.su draws your attention to the fact that the recycling fee is paid along with many other fees when importing cars from abroad, which is noted in the TCP. The absence of this mark should alert a potential buyer of used vehicles, but only if the car was brought to the territory of our country after September 2012, XNUMX. Until that date, no recycling fee was charged in the Russian Federation.

What happens if you don't pay SS?

If your vehicle's title does not have a mark on the RS, you simply will not be able to register it with the MREO. Well, driving on an unregistered vehicle entails the application of Article 12.1 of the Code of Administrative Offenses of the Russian Federation:

  • 500-800 rubles fine at the first stop by the traffic police;
  • 5000 rub. a fine or deprivation of rights for 1-3 months in case of repeated violation.

Fortunately, the driver is not required to carry a vehicle with him, so if there are any violations, the inspector simply will not be able to find out about them, since the presence of STS, OSAGO and VU is evidence that the car is registered in accordance with all the requirements of Russian law .

It is also worth noting that sometimes the US is paid twice, for example, when buying a car imported from abroad. If this fact is found out, an application is made to the customs or tax authorities for the return of the overpaid RS.

The application must be accompanied by:

  • a copy of the passport of the owner of the vehicle;
  • an order or a receipt for paying the US twice, that is, two receipts.

This must be done within three years, otherwise no one will return your money. The amount indicated in the application is usually transferred to a bank card, the number of which must be written in the appropriate field of the application.
