Taxi law from January 1, 2015

Since 2015, a new taxi law has come into force, which has made some amendments to previously existing laws and orders. What changes have taken place and what should those people who want to start earning by private cabs need to prepare for?

Documents for registration as a taxi driver

First of all, the law stipulates the entire package of documents that must be presented:

application;
copy of the passport;
a copy of the certificate of registration of the entrepreneur or legal entity;
copy of STS.

One important point: now not only those people who have a personal car can register as a taxi driver, but also those who rent it or use it by proxy. In this case, you need to present a lease agreement or a power of attorney. Registration will be denied if the person provides false data.

In addition, the new law states that the applicant must submit only the above documents. They have no right to demand any other documents and certificates from him, and even more so to refuse registration.

Well, thanks to the development of the Internet, now it is not necessary to go to the relevant authorities yourself, since all papers and an application can be sent electronically through the regional website of public services. A permit will be sent to you by mail after consideration of the application.

One permit is issued for one vehicle. That is, if you have several vehicles, then for each of them you need to obtain a separate license.

The permission specifies:

the name of the organization that issued the license;
the full name of the individual entrepreneur or the name of the LLC;
vehicle data;
date of issue and validity of the permit.

If any of the above changes - the car number after re-registration, the individual entrepreneur moved to a new address, the LLC was reorganized, and the like - the permit needs to be reissued.

Requirements for the car and driver

To start private driving with your own or rented car, you need to have at least 3 years of experience.

The car itself must meet the following requirements:

checkers are applied on the sides;
on the roof - an orange lantern;
body color must comply with the established color schemes (in each region they are approved separately, usually white or yellow);
the presence of a taximeter is mandatory if the fee is determined not by established tariffs, but by actual mileage or time.

Before each departure, the car must be checked, and the driver must undergo a medical examination. However, there is some improvement - drivers now have to send cars for technical inspection not once every six months, but once a year.

Taxi drivers, just like ordinary drivers, do not need to carry a diagnostic card with them. In the cabin there should be only permission and rules for passengers.

Another innovation:

now passengers can be transported not only within their own region, but also travel to other regions, even if there is no corresponding agreement on the transportation of passengers between these subjects of the Federation.

True, there is one point here: a taxi driver has the right only to deliver a passenger to a specified address, and it is impossible to select new clients in a region with which there is no corresponding agreement. If there is an agreement, then the taxi driver has every right to provide his services to customers both within this region and deliver them to other areas.

The new law also stipulates the timing of annual inspections. If, as a result of the raid, it is revealed that any requirements are not being met, then the permit can either be withdrawn until the causes are eliminated, or canceled. It can also be canceled if the taxi driver has committed an accident, as a result of which people were injured or severely injured.
