Car diagnostic card: where and how to get?

After the introduction of diagnostic cards, the procedure for passing the technical inspection has undergone some changes. In addition, drivers got rid of the need to stick a ticket on the passage of MOT on the windshield. The fact of passing the technical inspection is confirmed by the presence of a compulsory insurance policy - OSAGO, since it is impossible to issue insurance without a diagnostic card.

However, despite such changes, drivers are still tormented by questions: where to go through MOT and get a diagnostic card? What will be checked? How much is it? and so on. We'll try to answer.

Until January 2012, XNUMX, it was possible to undergo MOT only at the place of registration of the vehicle. As a rule, these were state service stations, and the queue had to be occupied in advance. In addition, in the form that was attached to the coupon, the code of the region of registration of the vehicle was noted.

Today the situation has changed radically.

• Firstly, the region code is not indicated in the diagnostic card, respectively, in any part of the vast Russian Federation, you can pass an inspection and get a card.
• Secondly, now it is not necessary to look for a state service station from the State traffic inspectorate, since today this function has been transferred to a huge number of accredited service stations and dealer service centers.

What requirements must such an accredited service center meet? There is a special order in this regard: "Regulations on the provision of maintenance services to business entities." This long document contains a huge list of requirements, the main of which are the following:

• availability of the necessary equipment for diagnosing all vehicle systems;
• inspection pits and lifts;
• personnel qualification is documented (professional education).

Pay attention to one more important requirement: on the territory of an accredited diagnostic station there must be an equipped parking lot for different categories of vehicles, designed for a certain number of seats. Plus, there should be a "facade entrance" - an asphalt road with marked markings and a lane width of at least three meters.

That is, it should not be some kind of boxes, somewhere behind the garages, but a modern car maintenance center with qualified personnel. It is also clear that all permits must be in order.

In Moscow alone, there are about 40-45 such checkpoints operating in accordance with all legal requirements.

What is a diagnostic card?

In appearance, this is an ordinary sheet of A-4 format. It is filled in on both sides.

At the very top we see the "cap":

• registration number;
• card expiry date;
• maintenance point data;
• vehicle data.

This is followed by a list of all vehicle systems: brake systems, steering, wipers and washers, tires and wheels, and so on. Moreover, in the column of each of the systems, the main characteristics that need to be checked are indicated.

For example brake systems:

• conformity of indicators of efficiency of braking;
• no leaks of compressed air or brake fluid;
• lack of damage and corrosion;
• serviceability of means of control of brake systems.

If any of the points does not comply with the rules on the admission of the vehicle to operation, the inspector puts marks.

After these points comes the section "Diagnostic results". It indicates the main non-conformities and the date of the re-inspection.

How much does a diagnostic card cost?

The maximum cost of passing the MOT and obtaining a card in each of the subjects of the Federation is set independently. The very same state duty for the passage of diagnostics is 300 rubles. A separate fee is charged for instrumental control, for Moscow this amount will be about 450-650 rubles.

Documents for MOT

Only two documents are required: a passport of a citizen of the Russian Federation and a vehicle registration certificate - STS. If you use a car under the terms of a general power of attorney, then it must be presented. People representing the owner can also undergo MOT, they must present a power of attorney and STS.

Periodicity of maintenance

If you buy a new car in the showroom, then you do not need to undergo MOT, since all new cars are under warranty and the dealer issues a diagnostic card. You only need to pass warranty inspections during the first three years. Accordingly, the diagnostic card is issued for three years.

New cars do not require MOT for the first three years, then MOT is carried out every 2 years. And when the car becomes older than 7 years, then they pass every year.

An important point: the date of maintenance is calculated not from the date of purchase, but from the date of manufacture of the vehicle. That is, if the car has been in a car dealership for a whole year, then you will need to go through the first MOT not three years after purchase, but two.

It is necessary to pass MOT in order to extend the insurance under OSAGO or CASCO.
