Oversized cargo: dimensions of traffic rules requirements


Oversized cargo is a fairly broad concept, implying that the dimensions of the transported cargo exceed the parameters established by the rules of the road. As you know, vehicles are designed for the carriage of goods with the following limiting characteristics:

  • height no more than 2,5 meters;
  • length - no more than 24 meters;
  • width - up to 2,55 meters.

Anything that exceeds these parameters is oversized. In official documents, a more accurate name appears - oversized or heavy cargo.

In a word, equipment, special equipment, structures of any size can be transported, but at the same time all the necessary requirements must be met, otherwise the legal entity and the driver of the vehicle carrying out the transportation will face quite serious sanctions under article 12.21.1. .one:

  • 2500 rubles fine to the driver or withdrawal of the right to drive the vehicle for 4-6 months;
  • 15-20 thousand - an official;
  • 400-500 thousand fine for a legal entity.

In addition, there are other articles for exceeding the parameters specified in the accompanying documents, for overloading the vehicle, and so on.

Requirements for the organization of oversized transportation

In order not to fall under the scope of these articles, it is necessary to organize transportation in accordance with existing legislation. The task is further complicated by the fact that oversized items are often transported from abroad, so you have to issue a lot of permits both in the sender's country and on the territory of transit states and the Russian Federation itself. Plus, add customs clearance here.

The transportation rules are as follows.

First of all, the vehicle or convoy must be marked with the appropriate identification mark - "Oversized cargo". Also, the load itself must be placed in such a way that it does not restrict the view, does not pose a danger to other road users, so that there is no risk of the vehicle tipping over.

But before proceeding with transportation, you need to obtain special permits. The procedure for their issuance is regulated by the Order of the Ministry of Transport of the Russian Federation No. 258 of 24.07.12/4/30. According to this document, the authorized body is obliged to consider the application and issue a permit within XNUMX days. And in cases where the parameters of the cargo are such that it will be necessary to make changes to engineering structures and communications, then up to XNUMX days are allotted for obtaining a permit, and with the consent of the owners of these structures and communications.

In cases where the route runs through populated areas or under power lines and the cargo can damage them, an escort by the transport of the energy company must be provided for the timely lifting of wires hanging over the carriageway.

The carrier organization must provide escort of oversized cargo if its parameters are:

  • 24-30 meters length;
  • 3,5-4 meters - width.

If the dimensions exceed this value, then the escort must be provided by the traffic police. There is a separate order of the Ministry of Transport - No. 7 dated 15.01.14/XNUMX/XNUMX, which describes in detail how escort should be organized:

  • the accompanying car driving in front is equipped with orange flashing beacons;
  • the rear car is equipped with reflective stripes;
  • Informative signs "Large width", "Large length" should also be installed.

The number of escort vehicles is also specified in the order.

Another point is that the orders quite clearly describe the time frame within which the carrier company or the recipient of the cargo is obliged to pay for any damage caused during the transportation of oversized cargo.

Permits may be denied at certain times, such as in the spring due to thaw or during the summer when the asphalt heats up and softens. These points are discussed in detail in Order No. 211 dated 12.08.11/XNUMX/XNUMX.

In what cases is it not allowed to transport oversized vehicles by road?

There are also instructions as to when the transportation of oversized cargo is not allowed:

  • the transported equipment is divisible, that is, it can be disassembled without damage;
  • if safe delivery cannot be provided;
  • if possible, use other modes of transport.

Thus, we come to the conclusion that it is possible to transport goods of any size and weight by road, subject to all necessary rules.
